MOSCOW, April 22 (Xinhua) -- The Russian Space Forces has re-established contact with a military satellite, Geo-IK-2, which went missing in February, local media reported Friday.According to a spokesman from the Defense Ministry, Interfax news agency said the Space Forces had already received telemetric information from the satellite and collection and analysis of the data were currently underway.After studying the information, the Defense Ministry would make a decision regarding the further use of the satellite, the spokesman said.A Rokot light-class carrier rocket carrying with the Geo-IK-2 satellite blasted off Feb. 1 from Russia's Plesetsk launching site, but placed the satellite in an incorrect orbit. After the launch, the Defense Ministry announced it had lost contact with the Geo-IK-2 and later abandoned the satellite.The Russian Space Forces then grounded launches of all Rokot light-class carrier rockets until the completion of an investigation into the failed launch.
CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio. BEIJING, Feb. 8 (Xinhua) -- China plans to sell 600 billion yuan (91 billion U.S. dollars) worth of welfare lotteries from 2011 to 2015, up 73.6 percent from the past five years, an official from the Welfare Lottery Distribution and Management Center (WLDMC) has said.The sales of welfare lotteries posted an annual increase of 18.7 percent over the past five years, from 41.2 billion yuan in 2006 to 96.8 billion in 2010, the official said.The sales totalled 345.53 billion yuan from 2006 to 2010.The center believed that there would be broad prospect for welfare lottery sales with the increase of people's income and the development of philanthropy.According to China's Regulations on Lottery Management, money raised through lotteries is divided into three parts: the jackpot, lottery management fees, and lottery public funds.The government-run lottery raised a total of 30 billion yuan for public welfare funds in 2010, according to the WLDMC statistics.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council, or China's Cabinet, to raise welfare funds through lottery sales in 1987.
BEIJING, Jan. 27 (Xinhua) -- China Thursday allocated 1.039 billion yuan (157 million U.S. dollars) for areas hit by natural disasters last year.The relief funds, jointly allocated by the Ministry of Civil Affairs and the Ministry of Finance, will be used for disaster survivors to buy food, clothes, quilts and heating devices.A Ministry of Civil Affairs statement said local finance and civil affairs authorities have been ordered to publicly disclose relevant information.In 2010, several natural disasters hit China, including the 7.1-magnitude Yushu earthquake that left 2,200 people dead and the Zhouqu mudslide that left 1,700 people dead or missing.On Nov. 18, 2010, the two ministries jointly allocated 4.1 billion yuan (617 million U.S. dollars) to help natural disaster survivors pass the winter.
