OCEANSIDE, Calif. (KGTV) - A U.S. Marine Corps truck caught fire on northbound Interstate 5 in Oceanside Friday afternoon, backing up traffic on the busy freeway. Witnesses reported the military vehicle on fire with small explosions about 1 p.m., according to Oceanside Fire Division Chief Pete Lawrence. Two Marines were in the truck when “they heard a loud bang and immediately saw smoke and fire in the rear of the cab,” Lawrence said. The troops escaped without injury. (KGTV) — Police Saturday released a sketch of man who they say grabbed a 16-year-old in a "bear hug" and tried to kidnap her on her way to school.The teenager was walking to El Camino High School on Thursday just before 7:30 a.m. when the suspect walked past her on Mesa Drive, Oceanside Police say. As the two crossed paths, the suspect turned around and grabbed her in a "bear hug." OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013.  Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity.  When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. Nurse Theresa Klenk sees plenty of cases of heatstroke at the New Jersey hospital where she works.But when her husband, a UPS driver, was admitted with symptoms incurred during a shift driving a brown delivery truck with no air conditioning, she decided to do something.Klenk created a petition on change.org in July urging UPS to provide air conditioning in its trucks. It's been signed more than 210,000 times.But UPS is not planning to equip its vehicles.Dan McMackin, a UPS spokesperson, told CNNMoney that air conditioning wouldn't work on its trucks."Our delivery vehicles make frequent stops and the entry doors and rear doors are frequently opened and closed throughout the day, making air conditioning ineffective," he said.McMackin said the company does have a program for drivers feeling adverse effects from heat called Cool Solutions, which focuses on hydration and extra rest before extreme heat conditions."We provide water and ice in all facilities for employees and we have fans in many of our vehicles. We monitor local area temperatures and inform our drivers every morning of the forecast temperatures," he said.The Cool Solutions program doesn't solve any problems, Klenk said.At her husband's facility, the program merely consists of handing out a case of water every morning to the branch's 68 drivers, she said.Heatstroke sets in when the body gets so hot that it stops sweating. At 10 degrees above normal body temperature -- about 107 degrees -- it begins to get too hot for organs to function.The union hasn't been much help with the air conditioning issue, Klenk said.UPS's roughly 260,000 employees belong to the International Brotherhood of Teamsters union. In June, the union reached a new tentative contract with UPS for the main small-package division, ensuring wage rises and creating a part-time weekend force.Klenk, whose husband is with Teamsters, said that the air conditioning issue is not a part of the contract.Andrea Medinaverbeck, a petition signer, commented: "As a former Teamster shop steward for UPS out of Sunnyvale, CA, we have negotiated AC in package cars, but it has always gone by the wayside when other issues arise that unfortunately, the union thinks are more important. In essence, it's been used as a bargaining chip instead of an important issue."Teamsters declined to comment.UPS isn't the only delivery company facing a call for air conditioning. A similar change.org petition aims at FedEx, and has garnered 161,000 of 200,000 desired signatures.
