The House Intelligence Committee on Saturday released a Democratic memo in redacted form that seeks to undercut Republican claims of FBI surveillance abuses.The committee made the Democratic memo public after the White House signed off following negotiations between the FBI and the committee's top Democrat, Rep. The man convicted of killing his pregnant wife and two young daughters in Colorado is likely now in the Wisconsin Department of Corrections. According to media reports, including Radar Online, Chris Watts, 33, was transferred to Dodge County Correctional Institution last week. Watts eventually confessed to killing his pregnant wife and two young daughters in August. He took a plea deal to avoid the death penalty. He was sentenced to five life sentences. The Wisconsin Department of Corrections would not confirm whether Watts is in its custody but released the following statement: "The Department of Corrections is not confirming the location or disclosing the identity of inmates who may have been transferred to Wisconsin under the Interstate Corrections Compact. Questions should be referred to the state correctional agency which transferred the inmate."On the Wisconsin Department of Corrections website, there is a link to send money to inmates. A Chris Watts, with the same date of birth, is listed on the Wisconsin DOC commissary listing. The site only lists Watts as being in the Wisconsin DOC, however, Radar Online says he is specifically being held at the Dodge County Correctional Institution.Dodge County Correctional Institution is the same prison where other notorious killers like Ed Gein, the man who inspired the movie Psycho, have been held. "I'm not able to confirm any information regarding the possible location of inmate Christopher Watts," a Dodge County Correctional Institution spokesperson said.According to the Colorado Department of Corrections, high-profile prisoners can be moved to another state's system for safety reasons under the Interstate Compact. While many questions remain in Washington, like whether President Donald Trump has the votes to replace Ginsburg before the election, one thing is clear: issues will come before the Supreme Court very soon.HEALTH CARE ARGUMENTS IN NOVEMBERWhile election issues are expected, the future of the Affordable Care Act is an issue guaranteed to come up before the Supreme Court soon. A hearing is set to take place one week after the election regarding whether the law can be struck down. Essentially, Republicans from around the country believe that the only reason the Supreme Court upheld the law in 2012 was because the opinion said Congress has the power to tax. Since that time, however, Trump has removed the tax penalty for not having health insurance. The thinking from some conservatives is that since the tax penalty is gone, the entire law can be struck down now, too. WHERE THE COURT STANDS Prior to Ginsburg's death, the general thinking was that the law would still stand. It faced a challenged in 2012, but Chief Justice John Roberts sided with four liberal justices to uphold it. With Ginsburg's passing, there are only three liberal justices on the court. If Roberts joins the liberal justices it would create a 4-4 tie. "If there is a 4-4 split on the court, then no precedent is set and whatever the lower court decided stands," Professor Paul Schiff Berman with George Washington University said. That would mean parts of the Affordable Care Act can be struck down since lower courts have already ruled in that way. If Trump is able to get another nominee on the court before the hearing, it would only make the court more conservative. Berman cautioned though that other conservatives could potentially join the liberals on this case since the lawsuit's legal standing is murky. The jury in the trial of former Donald Trump campaign chairman Paul Manafort did not reach a verdict after its first full day of deliberations.Just before 5 p.m. ET, jurors sent a note to Judge T.S. Ellis with four questions, including one asking him if he could "redefine" for them the meaning of "reasonable doubt," the legal threshold for acquitting a defendant. Ellis responded that the prosecutors had to prove their case not "beyond possible doubt," but beyond "doubt based on reason."Jurors also asked questions related to Manafort's tax filing and foreign bank account disclosure charges, including when a person is required to file a foreign banking disclosure, and the definition of "shelf" companies.
