SAN DIEGO (KGTV) - San Diego Police announced Thursday the arrest of a mother accused of driving her SUV the wrong way in Rancho Bernardo, causing a head-on crash that injured her children and an innocent driver.Mayra Gonzalez, 29, was drunk when she drove her Chevy Suburban east in the westbound lanes of Camino del Norte west of Interstate 15 Monday morning, police said.The Suburban hit a Jeep Liberty, seriously injuring the 57-year-old man in the Jeep.Gonzalez’ three children were in the car at the time of the crash. Her 8-year-old and 2-year-old daughters had minor injuries but her 9-month-old daughter, who was unrestrained, suffered life-threatening injuries. SAN DIEGO (KGTV) - San Diego firefighters Thursday are attempting to rescue a window washer stuck in a harness outside the fourth floor of an apartment complex in University City.The rescue started about 2:30 p.m. on Palmilla Dr. at Regents Rd. at the La Regencia Apartments.UPDATE: Firefighters lowered the window washer to the ground. The man was evaluated by paramedics. 396

SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. The goal: Create a safer world."If we can drive our solutions through transparency and through accurate data, then we are all better off," Stephan said. 2199
