LEMON GROVE, CALIF. (KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

LAS VEGAS (AP) — Officials have raised the budget to .9 billion for the 65,000-seat Las Vegas Stadium being built for the NFL's relocated Raiders and UNLV football.The Las Vegas Review-Journal reports the stadium authority board on Thursday approved million in construction additions. They include 20 more suites and a field-level club area to be paid for by personal and club seat sales that weren't part of the original budget.The stadium is due to open in 2020 just off the Las Vegas Strip. Taxpayers are funding 0 million of the project.Plans call for a translucent roof, a natural grass field and sliding doors that can open to view the Strip.The facility will be managed by a division of live-entertainment company AEG.Project officials say construction is about halfway complete. 803

LAS VEGAS, Nevada — A poem about the Oct. 1, 2017 mass shooting penned by a Las Vegas Metropolitan Police Department captain was unveiled at police headquarters on Thursday. LVMPD Captain Harry Fagel is a lifelong poet. His poem "The Route" about the 1 October shooting was unveiled at police headquarters, marking the end of a series of 1 October remembrance events. After Fagel wrote the poem, art collector and Nevada School of the Arts president and CEO Patrick Duffy commissioned to have it transcribed onto a scroll by a calligrapher."In our community, there is a much-needed component of healing," said Duffy. "That's what this scroll and poem are essential and we hope is that it will help bring solace to others."The executive director of the LVMPD Foundation said he felt Fagel's words were a reminder of a kind of collective healing that's taken place in the year since the shooting."It was simply mind-blowing that someone could take such an awful tragedy and turn it into such a powerful reminder of the good that exists and the good that responded to that awful event," said Tom Kovach. "The Route" is on display in the lobby of LVMPD headquarters, which is open to the public. (AP) — The hue and cry over the placement of a bright American flag graphic on police cars has leaders in a small coastal Southern California city considering whether to tone down the design.The Laguna Beach City Council will decide Tuesday night whether to keep the current logo or choose an alternative.Some residents feel the red, white and blue design is too aggressive while others are surprised anyone would object to the American flag.Mayor Pro Tem Steve Dicterow told the Los Angeles Times the council is simply facing "a very narrow decision" about the brightness of the colors, but that the issue has devolved into a broader national conversation about patriotism.He said he has received hundreds of emails from people around the country, mostly in support of keeping the flag designs on the car.The council agreed earlier this year to repaint its squad cars in black and white with the stars and stripes running through the word "police" on the doors. The city has 11 police vehicles.The proposed graphic the council approved in February was a more muted version of the design that now appears on the cars."Clearly, the way it looks on the car is not what anyone expected it to look like," Dicterow said. "I think it's reasonable that we're going to look at it again so that whatever we (approve) is exactly what we put on the car." 1372

LA MESA, Calif. (KGTV) -- A gas leak that forced residents in a La Mesa neighborhood to shelter in place Tuesday has been contained. According to firefighters, construction crews working on a wall hit the gas line around 3 p.m. on the 8000 block of Vista Drive. Two homes were evacuated following the incident, while nearby neighbors were told to shelter in place. 373
