Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities. He told claims he was not trying to provoke the officer into pulling his gun.Watch the confrontation: Former El Cajon police officer Kevin LaChapelle believes Chris was definitely out for a confrontation. SAN DIEGO COUNTY (KGTV)-- County supervisors announced that we are just days away until San Diegans can finally relax on the beach. But some are jumping the gun.It was the announcement San Diegans were waiting for."On Tuesday, June 2, passive activities will be allowed on beaches, so long as groups stay within their household units, social distance from other non-family members, and facial coverings," San Diego County Supervisor, Greg Cox announced on Thursday.Supervisors said sitting on the sand, towels, and chairs will be allowed. But sports such as football and volleyball will continue to be prohibited. Parking lots and piers will also remain closed. However, many people seemed to forget about the start date: Tuesday, June 2.On the evening of the County announcement, a 10News viewer witnessed a graduation party in Oceanside. The photos showed a mass gathering with many people sitting on the sand, with almost no one practicing social distancing or wearing masks. "I'm sure everybody is anxious to get out with their family, sit on the beach and enjoy the nice weather," Solana Beach visitor, Labib Samarrai said. But on Saturday, most people seemed to be following the rules at Solana Beach."I think everybody is now maybe over-educated, but it's all good," Samarrai said. Lifeguards at Solana Beach and Pacific Beach say they are still focused on educating the public, instead of actively ticketing visitors who disregard the County Public Health order. "They're only telling people that are not where they want them," Pacific Beach surfer Jake Curran said. For Curran, the passive activity phase does not make much of a difference in his usual routine. But for his girlfriend, June 2 can't come soon enough. "She has been visiting for the past month, trying to find activities for her and I to do while she is in town," Curran said. "But it will be nice on Tuesday for her to come out, come lay out, take some pictures, and watch the sunset and whatnot."While the County allowed passive activities to begin on June 2, they say it is ultimately up to each jurisdiction if they want to adopt the new phase on that day. 2143

SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury. It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. He called it irresponsible to imply that these "one-time funds" could have been used in place of ongoing revenue sources such as state funding or student tuition.Read San Diego State University's response to the audit here.Read White's full statement: 928

SAN DIEGO (KGTV)- With record-breaking heat this summer and many people working from home, San Diegans may have seen a spike in their energy bill. OhmConnect is a free service helping residents earn cash and save energy.“We’ve seen people’s energy bills increase typically from 10 to 15 percent,” says Curtis Tongue, Co-Founder of OhmConnect. With more energy use, the county has been no stranger to rolling blackouts. OhmConnect is hoping to change that.“Instead of powering up some additional power plant, after the sun sets, alternatively, you can just get people to save energy,” says Tongue. The free service pays users every week to save money.“We will send you a text message and ask you to power down for about an hour, and if you do, you get paid.”A new incentive program for users already has some people cashing in from a prize pool. Last week a woman in Northern California won 0,000. A woman in San Diego was rewarded ,000. A ,000 prize was also given to a resident who lives in San Diego county.Users must meet the energy-saving goal for an OhmHour to be placed in the prize pool. 1108

San Diego (KGTV)- Today marks 18 years since the terror attacks in New York. As millions around the country reflect on 9/11, San Diegans are honoring those who lost their lives that day. A ceremony was held at the Veterans Museum, in Balboa Park this morning, where many had a chance to ring America's Freedom Bell in honor of the victims. The names of all nearly 3,000 people who lost their lives were read. "Its that fear of this could happen again," says Michael Timson. "That's why we have to have tributes like this; to remember, to be ready, and to honor the people who lost their lives that day."America's Freedom Bell was first rung 23 times for the law enforcement officers who were killed. The bell was forged with 11 pounds of steel from the World Trade Center. "I saw the second plane hit and I said this isn't an accident. This is an attack," says Timson. "It was really hard for me to understand what was going on."The ceremony symbolically started at 8:46 a.m. to coincide with the time in which the first tower was hit. "These are people, innocent people, in two buildings and the pentagon that were hit by terrorists," says Richard Rovsek, Chairman of the Spirit of Liberty Foundation. "I think Americans should never forget that."Bell ringers will receive a personalized commemorative certificate which will include a full list of the victim's names. "I pray for the families, I pray that this never happens again and pray that we never forget," says Timson. 1485
