SAN DIEGO (KGTV) – A kitchen fire caused an estimated million in damage at a popular South Park restaurant/bar early Wednesday morning.San Diego Fire-Rescue Department officials said crews were called to Hamilton's Tavern & Cafe, located on 1531 30th Street, at around 5:30 a.m. in response to a fire in the establishment’s kitchen area.ABC 10News learned flames burned into the bar’s dining hall and caused some damage to part of a brewery next door.Hamilton’s owner Scott Blair said, “The first thing I thought is I hope everyone’s OK … you’re just like, I hope everyone’s ok because a neighborhood of people living in that building.”As nearby residents were evacuated, crews were able to knock down the flames within 25 minutes, SDFD officials said.Due to the heavy damage to the kitchen, it is believed Hamilton’s Tavern may not be able to operate for the next few months.The restaurant/bar has been shut down since July and was operating out of its sister brewery because it was larger. Hamilton’s had just started operating outdoors this past weekend due to San Diego County being moved into the state’s restrictive COVID-19 purple tier.According to Blair, the kitchen was their lifeline to stay open. With it completely destroyed they’re unsure where they go from here.“The pandemic has been a nightmare,” Blair told ABC 10News. “It’s gonna take more than this to hang it up. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. SAN DIEGO (KGTV) -- A mountain lion that scratched a young boy at the Blue Sky Ecological Reserve in Poway last week was captured and killed, state Fish and Wildlife officials told the San Diego Union-Tribune.On June 12, park officials said a 4-year-old boy suffered scratches to his back and thigh after an encounter with the animal on the park grounds.The boy, who was on a hike with his family at the time of the incident, is expected to make a full recovery.RELATED: 4-year-old attacked by mountain lion according to Fish and WildlifeThe park was temporarily closed after the attack.The U-T, citing a Fish and Wildlife official, reported that the mountain lion in the incident was found and killed several hours after the boy was attacked.The official told the newspaper that DNA tests confirmed the animal -- a 2-year-old female weighing 70 pounds -- was the one responsible for scratching the boy. 911

SAN DIEGO (KGTV) — A San Diego judge said Thursday that his recent ruling protecting two strip clubs from California's stay-at-home order extends to all county restaurants.San Diego Superior Court Judge Joel R. Wohlfeil said Wednesday that strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. Thursday, he reiterated his ruling, saying that it applies to all restaurants in the county, not just the strip clubs in question. "The court’s intention is that all businesses which provide restaurant service — meaning all restaurants in the County of San Diego — are encompassed in the scope of the court’s order. SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070
