PETERSBURG, Fla. — A Pinellas County doctor pleaded guilty Wednesday to receiving kickbacks for writing prescriptions for compounded medications in part of a .3 million pharmacy con, according to the Department of Justice.Dr. Anthony Baldizzi, 54, of Largo, pleaded guilty to conspiracy and receiving illegal kickbacks related to a federal health care benefit program. He faces a maximum penalty of 10 years in federal prison.According to the plea agreement, Baldizzi, a medical doctor practicing in Pinellas County, wrote prescriptions for compounded creams for scars and pain, among other things. These creams, which were prescribed to TRICARE beneficiaries and others, cost between 0 and ,000 for a one-month supply. According to the Department of Justice, beginning in May 2014, Baldizzi entered into an agreement with the owners of Lifecare Pharmacy, a Pinellas County-based compounding pharmacy, and the principals of Centurion Compounding, Inc., a Pasco County-based marketing firm that promoted compounded creams. Lifecare and Centurion agreed to pay Baldizzi 10 percent of each paid claim resulting from a prescription for a compounded cream written for his patients and filled at Lifecare. These prescriptions were often billed to TRICARE.Also, at the request of Centurion’s owners, Baldizzi conducted “pop up” medical clinics at a hotel, retail store, and other locations in order to see high volumes of Centurion-recruited patients and prescribe Centurion-promoted compounded creams, many of which were paid for by TRICARE.Lifecare received approximately .3 million from TRICARE for claims made for prescriptions for compounded medications prescribed by Baldizzi as a result of this illegal kickback scheme. The conspirators made cash payments to Baldizzi and bought him a ,000 BMW M3 in return for writing the prescriptions for compounded creams for individuals covered by federal health care benefit programs, according to DOJ.Baldizzi’s co-conspirators, pharmacists Carlos Mazariegos and Benjamin Nundy, who owned and operated Lifecare Pharmacy, pleaded guilty to conspiracy to commit healthcare fraud in related cases and are set to be sentenced in June 2018. (KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. SOLANA BEACH, Calif. (KGTV) - An injured sea lion spotted on a North San Diego County beach prompted lifeguards to place shark warning signs along a stretch of coastline Thursday. The incident was reported about 9:30 a.m. at 2525 South Coast Highway near Tower 11 at Cardiff State Beach, according to California State Parks officials. A jogger reported the sea lion with a missing tail and gash on its back, washed up on the beach.SeaWorld San Diego experts responded to the area but told 10News the sea lion later died due to the severity of its injuries. They confirmed the female sea lion was bitten by a shark.Lifeguards posted aggressive shark advisories for beachgoers from Cardiff Reef in the north to Seaside State Beach in the south, officials said. There was no immediate word on the type of shark involved. The incident Thursday marks the sixth shark sighting over the last several weeks in the waters off San Diego. Shark sightings several days in a row prompted shark advisories in Del Mar in July. A shark sighting in Coronado also forced lifeguards to post signs warning beachgoers about the presence of sharks. A shark advisory means that a shark has been spotted in the water and swimmers should enter at their own risk.
