SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) - Funerals will be held next Thursday for two teenagers killed when they mistakenly jumped off a freeway bridge on SR-56 after a crash. 18-year-old Ruben Ortiz Jr. and 17-year-old Jesse Garcia of Escondido were in a 2012 Nissan Altima that went out of control and crashed in Carmel Valley Tuesday night. The teens and four other people got out of the car and ran across eastbound lanes of the freeway. Ortiz and Garcia jumped over the railing, not realizing it was an 80-foot drop into Gonzales Creek. Two girls who had been in the vehicle, 14 and 15 years old, suffered severe injuries and remain in the hospital. “It sat at me and hit me and our community. SAN DIEGO (KGTV) -- Home prices in the US fell in May while San Diego home prices remained flat and rents rose sharply, according to a new Zillow report. Zillow says the median home in San Diego is now worth 1,000. In the US, the median home is worth 6,800, down 0.1 percent from April. Overall, Zillow says home values in the US grew by more than 5 percent year-over-year. Some good news however, is that San Diego’s housing supply is increasing. Zillow says inventory is up 11.5 percent year-over-year. SAN DIEGO (KGTV) — For families who want to give their kids some Halloween fun but avoid traditional trick-or-treating, the city is offering a quick and safe alternative.Wednesday through Saturday, the City of San Diego will offer free bags of candy for families to drive through or walk up and select as an alternative to going door-to-door this Halloween amid the pandemic.The sites will be set up at various times across 27 recreation centers in the city. SAN DIEGO (KGTV) - Federal investigators are looking for a woman and getaway driver who attempted to rob a South Bay bank last December.A female suspect approached a bank teller just after 2:30 p.m. on Dec. 7, 2017, at the Bank of America located at 605 Saturn Boulevard in Imperial Beach. The woman presented a note to the teller, demanding money, according to the FBI.However, the teller refused to comply with the woman's demands.The woman left without any money and met an awaiting driver outside before fleeing the area.FBI investigators described the suspect as a Hispanic woman between 25- and 35-years-old, about 5-feet 6-inches tall, and with medium build. She was last seen wearing a camouflage jacket with a hood and gold-rimmed sunglasses.The getaway car is described as a silver Ford Mustang with a black racing stripe down the center.
