SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. The demonstrators, part of a group called Indivisible, worked to flip house seats from red to blue in the 2018 election. With that goal accomplished, Indivisible is turning its attention to reforming how politics operate in this country. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions. He says Republicans may find some of the bill's provisions too restrictive or granting too much power to one agency.Kirk says she's already thinking about 2020 - and campaigning to put more Democrats in the Senate - and one in the White House. 1947

SAN DIEGO — Eric Rias says he can transform someone's life in as little as twelve weeks - through proper exercise, the right diet, and good mental health.“My goal is mindset and heart first,” he says.Rias started a business called Big Mood, where he even does podcasts.One of his big challenges, however, is spreading the word.“I'm not good at most things,” Rias says. "I have my small expertise and I need people smarter than me and better than me. I don't want more people who think like me." Rias says he's made some real connections this year - possibly none more important than Michael Cox.Cox is a businessman himself, who recently started Black SD Magazine. It's an online publication that highlights African American-owned businesses throughout the San Diego region.“I just wanted you to be able to see all these beautiful faces of people doing everything from cooking - there's vegan chefs, there's jewelry makers, there's clothing designers,” Cox said.As part of the magazine launch, Cox created what's called “Catalyst Black.” It’s a three month, free entrepreneurship program to help African-American entrepreneurs grow their own companies.It started this month with three students - and will repeat each quarter.“I want them to be at their best when it comes to business,” Cox said. “A lot of people miss out on deals. They miss out on financial growth, because they're trying to figure it out."Participants learn to come up with business plans, revenue projections, and to be confident enough to stand behind the prices they charge for their services.Cox said he plans to reopen applications for the next session in September. SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests. The DMV is also reminding drivers of low-emission an transitional zero-emission vehicles that their green or white decals granting them access to HOV lanes expires January 1, 2019. Vehicles issued a green or white decal between January 1, 2017 and March 1, 2018 are eligible to apply for a red decal that grants them access to HOV lanes through January 1, 2022. The DMV plans to issue light purple decals in 2019 that will grant access to HOV lanes through January 1, 2023. Those eligible include drivers who haven’t applied for or received a consumer rebate pursuant to the Clean Vehicle Rebate Project, unless they meet annual income requirements. 2865

SAN DIEGO (CNS) - A construction project at the Edward J. Schwartz Federal Office Building in downtown San Diego will result in a 21-month closure of a portion of Front Street, beginning Saturday.According to the U.S. General Services Administration, a two-block stretch of Front Street, between Broadway and West F Street, will be affected by the construction project, which is expected to last until June 2021. Pedestrian and vehicle traffic will be detoured around the project area.The project will reinforce and enhance the Front Street underpass beneath the Schwartz Federal Building. The project is designed to increase safety for the building's occupants as well as pedestrians and motorists, according to the GSA.The Federal Building's existing framing at the underpass will be reinforced with new steel beams, concrete paneling and column support structures, federal officials said.Signs will be in place on Interstate 5 to alert motorists to the closure as they enter downtown. The easternmost lane of Front Street between Broadway and E Street will provide access to the underground parking garage at 101 West Broadway and for turning city buses.Construction work hours will be from 7 a.m. to 5:30 p.m. except on weekends and holidays.The roadwork will be completed first, followed by pedestrian walkways with full-height walls to separate the road from walkways, according to the GSA."One of our strategic goals is better management of federal real estate and this GSA construction project allows for that while also being a catalyst for downtown revitalization," said GSA Regional Administrator Tom Scott. "By enhancing the Schwartz Federal Office Building's structural integrity, we're also providing a safer public space in partnership with the community." 1779
