BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday.The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters.The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation.The dry spell started last autumn and has hit southwest, south and part of north China. The seriousness, duration, areas affected and losses are rarely seen in history, said the Ministry of Civil Affairs Friday.Severe drought would continue to ravage the already hard-stricken southwest China as no major rainfalls are expected in the next three days, the China Meteorological Administration warned Saturday.

For some, this is the one chance they have per year to return home with gifts for their family. The railways are expected to carry 210 million passengers during the 40-day travel period that began January 30.But a blizzard that hit at least six provinces and regions in northern China Tuesday and Wednesday has disrupted tens of thousands of homecoming trips.Railway authorities say trains will slow down once fresh snow measures 40 cm. Train service will be halted if the snow depth exceeds 50 cm.The Ministry of Transport said at least 24 expressways were closed nationwide amid heavy snow by Wednesday morning in the provinces of Shanxi, Shaanxi, Hebei, Shandong and Henan, as well as in Inner Mongolia Autonomous Region.Besides the bad weather, traffic accidents caused by the crush of people and tired driving are straining the nerves of passengers and government officials.More than 600 traffic accidents occurred in the northwestern Ningxia Hui Autonomous Region between Tuesday and Wednesday. No casualties were reported, said the regional traffic police.In Gansu Province, nine people were killed and another 24 injured after a bus with 33 passengers veered off the road and fell into a ravine Wednesday morning near Longnan City.More than 270,000 police have been busy trying to keep order on the roads, cracking down on speeding, overloading and other offences, according to the Ministry of Public Security.The holiday is also an annual headache for authorities as workshops, mostly illegal and poorly run, are speeding up production of fireworks, a must have item when celebrating the Spring Festival.Three people died and another two were injured Wednesday after a blast in a fireworks plant in Anshun City in southwest China's Guizhou Province.

  

BEIJING, March 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu Monday urged local authorities to step up efforts to prevent forest and grassland fires as a severe drought put south China on a high fire alert.Authorities should beef up the supervision of fire sources, and respond scientifically to emergencies to curb major fires and casualties, and protect the public and forests and grassland, Hui said at a teleconference held by the State Council, or the Cabinet.A prolonged drought, which started last autumn, has hit southwest, south and parts of north China.According to the State Forestry Administration (SFA), from November to January, China reported 1,945 forest fires, which damaged 5,112 hectares of forests and killed two people.

  

BEIJING, Jan. 23 (Xinhua) -- The Bank of China (BOC) board has agreed to sell up to 40 billion yuan (5.86 billion U.S. dollars) of bonds convertible to A shares to improve capital adequacy.The proposal will be turned into the first temporary shareholders' meeting in 2010, which will be held on March 19, for approval.Excluding issuance costs, the proceeds from the issuance of the six-year convertible bonds will be used to replenish the bank's capital base and working capital and to lift its capital adequacy ratio, according to the BOC, the third largest lender by market value in China.The BOC has been implementing positive financial policies and relatively loose monetary policies since 2009.The BOC capital adequacy ratio stood at 11.63 percent and the core capital adequacy ratio at 9.37 percent by the end of September 2009.
