CLEVELAND, Ohio. – Following shootings inside houses of worship around the world, many churches are reconsidering their security measures. “We celebrate our love for Christ and our love for each other,” said Senior Pastor Kregg Burris at First Baptist Church of Greater Cleveland Ohio. Instead of just focusing on the message of faith, pastors like Kregg are now having to put more thought into keeping their congregation safe during services. “There's the old sense that I’m going to trust God,” he said. “Then there’s the realism of, well in the world we live in where people don’t recognize and understand the sacredness of the space.” He said the congregation has had to take steps in order to try and protect their people, but do it in a respectful manner. Just over a year ago, the security team was formed. “We just live in a world where reality exists that some people have a different world view than we have,” said Monroe Goins, a member of the church and part of the security team, who has almost three decades of law enforcement experience. From using walkie talkie to installing security cameras and new door systems, First Baptist of Greater Cleveland has implemented a number of safety measures since 2018. “I believe churches should have a plan in place,” he said. Following attacks at a church in Charleston, South Carolina, a mosque in New Zealand, and multiple houses of worship in Texas, Goins said he has seen an increase in violence. Now, the state of Ohio is taking a hands on approach. The Ohio Emergency Management Agency announced they now have a toolkit to help, available to download for free. “We’ve seen across the country the incidents,” said Tom Stickrath, the Director of the Ohio Department of Public Safety. “And how tragic they can be.” The toolkit provides presentations, planning documents, and case studies for churches.“It’s a tool people can choose to use,” Stickrath said. “It’s been downloaded more than 600 times by organizations in 29 states.” That was only a week after the toolkit was released.“It provided scenario-based tabletop exercises,” Goins said. The toolkit came out shortly after the church shooting in White Settlement, Texas. Two people died before the gunman was taken down.But not everyone is on board with the idea of the toolkit. “This is not something we could endorse or recommend to churches,” said Kristine Eggert, a former pastor and the Executive Director of gun violence organization God Before Guns. “For there to be a toolkit about gun violence in a church that is not taking into account anything about peoples theology, about what people believe, and about what church is.” She said there are other ways to keep each other safe.“Among talking to other pastors, as they’re looking at preparing their budgets more money is earmarked for security,” Pastor Burris said. In the event of an active shooter situation, one of the biggest factors is time. “It’s very rare the police arrive in time for a rapid mass murder,” said Ron Borsch, a former law officer who has been studies these situations for decades. “So, the simple solution is having armed and trained on site good guys.” “The security officer without a gun is a victim,” he said.“How do we maintain an open welcome environment,” Goins said. “But yet be responsible for keeping people safe.” 3338

RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques. Governor Northam made technical amendments to this bill to align it with Senate Bill 5030.House Bill 5104, sponsored by Delegate Price, mandates law enforcement agencies and jails request the prior employment and disciplinary history of new hires.House Bill 5108, sponsored by Delegate Guzman, expands and diversifies the Criminal Justice Services Board, ensuring that the perspectives of social justice leaders, people of color, and mental health providers are represented in the state’s criminal justice policymaking.House Bill 5051, sponsored by Delegate Simon, strengthens the process by which law enforcement officers can be decertified and allows the Criminal Justice Services Board to initiate decertification proceedings.House Bill 5069, sponsored by Delegate Carroll Foy, limits the circumstances in which law enforcement officers can use neck restraints.House Bill 5029, sponsored by Delegate McQuinn, requires law enforcement officers intervene when they witness another officer engaging or attempting to engage in the use of excessive force.House Bill 5045, sponsored by Delegate Delaney, makes it a Class 6 felony for law enforcement officers to “carnally know” someone they have arrested or detained, an inmate, parolee, probationer, pretrial defendant, or post trial offender, if the officer is in a position of authority over such individual.House Bill 5055 and Senate Bill 5035, sponsored by Leader Herring and Senator Hashmi, respectively, which empower localities to create civilian law enforcement review boards. These new laws also permit civilian review boards the authority to issue subpoenas and make binding disciplinary decisions.Senate Bill 5014, sponsored by Senator Edwards, which mandates the creation of minimum crisis intervention training standards and requires law enforcement officers complete crisis intervention training.Governor Northam also took action on the following bills that make Virginia’s criminal justice system more equitable: Senate Bill 5018 [r20.rs6.net], sponsored by Senator Bell, which allows individuals serving a sentence for certain felony offenses who are terminally ill to petition the Parole Board for conditional release.Amended House Bill 5148 and Senate Bill 5034, sponsored by Delegate Scott and Senator Boysko, respectively, which allow for increased earned sentencing credits. A woman in Maricopa, Arizona, has been arrested, accused of physical abuse against her seven adoptive children. Maricopa police say that on March 13, an adult woman came to their department and said her mother, 48-year-old Machelle Hackney, had been abusing her siblings.According to a police report, she said the siblings were left in locked closets for days at a time, pepper sprayed and left with no food or water for days on end by their adoptive mother.Police went to the home and allegedly found a child in a closet wearing a pull-up diaper and no other clothing. The closet had a lock on it, but it was not locked at the time. Police say they children appeared pale, underweight and had bags under their eyes. One of the children told police they were pepper sprayed numerous times as punishment by his mother, among other physical abuse. "I either get beat with a hanger or belt, or a brush, or get pepper sprayed from head to toe.” The others described similar abuse, including abuse to their private parts and being forced to take ice baths. Police also say the children were also forced to participate and “act” in a popular YouTube series that Hackney filmed in their home. Several of the children said if they forgot lines, or tried not to participate, they would be physically abused as punishment. Police interviewed one of Hackney’s adult sons. Logan Hackney said he and his brother Ryan discussed reporting the abuse, but never did. Logan allegedly admitted to knowing about the physical abuse, and said they would sneak the children food when possible. When questioned, Machelle Hackney "denied the pepper spray, denied the ice baths and stated the only forms of punishment she uses is having to stand in the corner, getting spankings and being grounded,” according to police paperwork. Logan Hackney and Ryan Hackney were booked into Pinal County Jail for seven counts each of failing to report abuse of a minor. Machelle was booked into Pinal County Jail for two counts of molestation of a child, seven counts of child abuse, five counts of unlawful imprisonment and five counts of child neglect. 2131
