SAN DIEGO (KGTV) -- The non-profit organization Border Angels hosted its 32nd-anniversary dinner on Saturday. The dinner raises money to help continue providing the services they offer to immigrants in the community, including water drops for border crossers, legal services, and shelter. The migrant caravan and the upcoming election were hot topics of conversation during the dinner. This year the organization honorees were Margarita Zavala, Kirsten Zittlau and Jacqueline Arellano. Zavala and Zittlau are attorneys. Arellano is the water drop coordinator for Border Angels. Border Angels' founder Enrique Morones tells 10News that he decided to honor women this year. He also encouraged everyone to go out and vote on November 6th saying the president is sending the wrong message about immigrants. Guests at the event also reacted to President Donald Trump deploying the military to the border. At a campaign event, the president was not backing down, saying migrants need to come to the U.S. legally.   1051

SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) - Surveillance video from a Clairemont church shows a woman with a gun in one hand and her baby in the other, prosecutors said.The video was played in court Friday as the preliminary hearing started for Anna Conkey.Conkey is accused of walking into Sunday services at Church Tsidkenu in April and making threats while holding her 10-month-old son.Pastor Benjamin Wisan testified Conkey pointed the gun at parishioners and her own baby. Wisan was on stage and tried to calm everyone by telling them the weapon was a Taser. A 911 call prosecutors say Conkey made to report herself was played for the jury."Hi, yes, there's a woman at a church and she's saying she's going to blow up the foundation of the church,” said the person in the 911 call. RELATED: Woman tackled to the ground after showing up at San Diego church with handgunChurchgoers tackled Conkey and held her until officers arrived. The baby was not injured. Police later determined the weapon was not loaded. Wisan said Conkey had disrupted services weeks before the incident. He had tried to set up a meeting with her but it did not happen. Conkey pleaded not guilty to several felony counts including child abuse, making criminal threats, and a false report of a bomb. A judge will determined if the case will go to trial. 1312

SAN DIEGO (KGTV) – The Fleet Science Center is offering a program that helps San Diego students navigate their way through any challenges they face while distance learning.Participating students will have to go through a health screening before entering the building at Balboa Park.Once inside, classrooms are transformed into individual hubs. Students each have a workspace where they use their own electronic device to connect to their distance learning classrooms. Educators are there helping with any issues that may come up.Andia Pebdani, the Youth Engagement Manager for the Fleet Science Center, said the idea of the hubs came from families who needed help juggling the work life with schools being closed.“Some families don’t have the option at home, or it’s like, ‘I needed to do this so I can do my job, but I can also make sure my student is on the computer,’” said Pebdani.During breaks, educators work on different science activities with the kids or they get tours of different parts of their museum since their doors are still closed to the public.The cost for this program is 0-0 a week depending on whether you have a membership with the center.
