SAN DIEGO (CNS) - Nearly half of San Diego County's 1.95 million voters have cast their ballots in the Nov. 3 election, the Registrar of Voters reported Thursday.More than 937,000 ballots had been received as of Thursday, according to the registrar's office.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.Ballots received by the registrar's office this week should be processed in time for the first release of election night results to be posted shortly after 8 p.m. Tuesday.Voters can return their marked ballot in the pre-paid postage envelope to any U.S. Postal Service office or collection box. The Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays for those preferring to vote in person.Voters additionally have the option to drop off their ballot at one of 126 drop-off locations around the county -- including dozens of libraries, YMCAs, county offices and The Old Globe Theater in Balboa Park.Voters also can also cast their ballots at their assigned polling place, 8 a.m. to 5 p.m., from Saturday through next Monday. SAN DIEGO (CNS) - Circulate San Diego released a report today detailing how cities in southern San Diego County can make progress toward eliminating traffic deaths.The report outlined ways in which Imperial Beach, National City, Chula Vista and Coronado can prevent fatal traffic accidents by making improvements to the cities' most dangerous intersections and roadways.Circulate San Diego suggested the cities should take steps to calm traffic flows like restriping roadways to narrow them and reduce speeds. Circulate also recommended that the highlighted cities should asses driving behaviors that lead to serious injury and fatal car accidents and work with local law enforcement officers to target those behaviors through education and traffic law enforcement."Every city has room for improvement to make streets safe and we look forward to working with each South County city to save lives,'' said Maya Rosas, co-author of the study and the organization's director of policy.The report is part of the organization's participation in the Vision Zero campaign, which aims to eliminate fatal traffic accidents altogether. Circulate San Diego and the city of San Diego have already set a goal of eliminating traffic deaths in the city by 2025.The organization made similar recommendations to the city of San Diego last year and the city subsequently repaired its 15 most dangerous intersections. SAN DIEGO (CNS) - A young man accused in a series of San Diego-area gang-related killings and attempted slayings pleaded not guilty Monday to murder, attempted murder and conspiracy charges.Ismael Betancourt, 20, is charged in the Aug. 1, 2019, shooting death of 57-year-old Marco Magana in Mountain View, the Feb. 8 shooting death of 19-year-old Leah Posey in Southcrest, and two attempted murders that allegedly occurred on July 24, 2019 and Feb. 8.San Diego police announced Betancourt's arrest last month in connection with the April 8, 2018, shooting death of 55-year-old Lowry Rivers in National City, which occurred when Betancourt was 17. Rivers' killing is not listed in the latest complaint, and it's unclear whether Betancourt is being tried in juvenile court regarding that crime or whether additional charges are pending in his current case.In addition to the murders and attempted murders, Betancourt is charged along with six co-defendants with conspiracy to commit a crime, for what prosecutors allege was a plan to kill rival gang members.The overarching conspiracy includes the July 12, 2019, shooting death of 20-year-old Joaquin Ruiz, who was shot in a vehicle in Bay Terraces by assailants who opened fire from another vehicle.The four defendants charged with that slaying have been arrested and pleaded not guilty. Two of those defendants, Ethan Apan, 28, and Kevin Herrera, 26, are also charged in the murders in which Betancourt is charged. SAN DIEGO (CNS) - A man was hospitalized in San Diego Saturday morning after being seriously injured when he laid down in front of his friend's car during an argument and was run over, authorities said Saturday.The incident occurred at 11:15 p.m. Friday in the 5800 block of Market Street in the Emerald Hills neighborhood, according to Officer John Buttle with the San Diego Police Department.The victim argued with his friend and in an attempt to get his friend's attention, he laid down in the street in front of a car the suspect was driving and was run over, Buttle said.A friend of the victim called 911 to report the incident and the suspect got out of the car and took the friend's cell phone and told the 911 operator the victim had laid down intentionally in front of his car, then the suspect drove away from the scene, said Buttle.The victim was transported to a hospital with serious, but not life-threatening injuries, he said.MAP: Track crime happening in your neighborhoodThe suspect's vehicle is a 2001 burgundy Mazda 4-door with California license plate number 7XNW211. 1095

SAN DIEGO (CNS) - Health officials Wednesday confirmed the first influenza- related death of the 2019/2020 flu season in San Diego County.The county's Health and Human Services Agency reported that a 74-year- old Chula Vista man died Aug. 15 due to complications from Influenza B. The man, whose name was withheld, also had additional medical issues, according to county health officials.The county tracks flu activity year-round during each flu season, which corresponds with the county's fiscal year from July 1 to June 30. Health officials didn't confirm the first flu death in each of the last two flu seasons until October.RELATED: San Diego County records second case of measles this year"Influenza deaths can occur at any time since influenza circulates throughout the year," said Dr. Dean Sidelinger, the county's interim deputy public health officer. "The elderly, pregnant women and those with underlying medical conditions are at higher risk of developing complications from influenza."Since July 1, health officials have confirmed 106 flu cases throughout the county. At this time in the last two flu seasons, officials had confirmed just 26 cases in 2018 and 114 in 2017. The 2017/2018 flu season resulted in 342 flu-related deaths, the most since the county began tracking flu data nearly 20 years ago.The season's flu vaccine will not be widely available around the county until September, according to local officials.
