RADCLIFF, Ky. (AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge. It was the first time his office executed such an order, he said.Lincoln Trail District Health Department spokeswoman Terrie Burgan declined to comment on the matter to protect the privacy of the family. 1630

RAMONA (KGTV)— Representative Duncan Hunter -R (CA-50) kicked off his Memorial Day weekend in Ramona, at a town hall-style meeting. He and his father, former Congressman Duncan Hunter Sr. - R were guest speakers at "The Border: Then and Now!" event, hosted by a conservative group, American Liberty Forum- Ramona. The elder Hunter remembered San Ysidro during his early years in Congress in the 1980s and 1990s. "The border was a no-man's land. And everybody knows that here, that you didn't go to the border when it was close to being dark," Hunter Sr. said. Border Patrol statistics showed in 1986, San Diego agents apprehended nearly 630,000 people attempting to cross the border illegally. But double-layer fencing dropped that number to close to 32,000 arrests in 2016. They also argued that crime numbers dipped, and the economy boomed in that time. Because of these, both Hunters said they support the President's Border Wall plan. "If you can move troops to Syria, then you can move troops to the border, and build a wall on the border, and say it is in the interest of national security," the current Congressman said. But Friday, a federal judge temporarily blocked the President's plan to transfer military funds to build more border fencing. This was something that the Congressman did not agree with. "His lawyers need to fight it. They need to do it now, and it should go up to the Supreme Court," Hunter said. Hunter also told the audience at Ramona MainStage that he is on board with the President's new merit-based immigration policy. "You get to come here, if you're worth having here," Hunter Jr. said. "I know that sounds mean, but just because you want to come here from another country, doesn't mean you get to."When asked about agricultural and construction jobs, Hunter Jr. admitted that they need to work on special provisions."We understand the needs especially in California and other agricultural states, where they need people to work here, and most Americans don't want those jobs, and they're not going to to do those jobs," Hunter said. "So how do you do that? how do you do it so that the people who are coming here can't be taken advantage of, so they have to go home and check in?" he asked. 2235

(KGTV) — The Fairbanks Ranch Country Club is an oasis along an otherwise remote stretch of road that winds away from Del Mar.But for a number of female employees working inside its clubhouse, it was something much darker.A new lawsuit filed by the Federal Equal Employment Opportunity Commission alleges that around 2016, former manager Shant Karian sexually harassed a number of the workers, with financial consequences if they didn't play along.For one of the workers, the suit says Karian repeatedly made sexual advances, hitting her buttocks, putting his arm around her waste and choking her, and repeatedly pursuing her sexually. He told another to wear a tighter blouse, and sent one text messages asking to see her backside, the suit says.RELATED: Carmel Mountain Ranch residents raise concerns over golf course closureKarian also allegedly told male customers one worker could give them lap dances.The lawsuit says Karian made the schedule, and those who didn't comply were subject to lower pay rates, reduced hours, and threatened with termination.Karian did not return a call seeking comment.Annie Appel, a spokeswoman for club owner The Bay Club Company, says Fairbanks Ranch terminated Karian for cause after an internal investigation in October 2016 after an internal investigation."The Bay Club Company is aware of the EEOC’s allegations and will respond in a timely manner to the claims made in the complaint," Appel said. "TBCC is committed to a safe, harassment-free work environment for everyone."Anna Park, an attorney for the EEOC, said sexual harassment in the workplace continues to be an issue nationwide."The power differential is really what is the problem in these harassment cases," she said.
