Parents of a Wisconsin teen demand change after their son took his own life. Quinten Espinoza and his family just moved to Glendale, Wisconsin from Ohio four months ago. He was an 8th grader at Glen Hills Middle School. The parents said they knew he was dealing with some bullying but never thought it would go as far as it did."He always said, I told the teachers, it's not a big deal. I'll go up. No, I'm okay, I got it taken care of,” said Espinoza’s mother Lara Furko. “Never showed any other signs of anything. So I never thought to pursue it any further. And now I'm at where I'm at today.”Furko saved some of the messages he received. About three weeks ago a female classmate wrote, “I hate you so much, I hope you die.” Espinoza responded, “I’m a human being just like you and if I do you will feel guilty. #StopBullying.”On Wednesday the principal of Glen Hills invited parents to a meeting to share concerns about Espinoza’s death. Espinoza’s family is questioning the school's response to his death. School leaders said it’s an ongoing investigation by police and the school district, and that there were no reports of bullying.  1183

Laird officially became 'Mom' to the last of the crew, little Scotland, 11 months old."It's just very peaceful to know that no one is going to come and take her," said Laird.Scotland was the last of the five biological sisters to be formally adopted by Laird, though she went to live with Laird in January at just 12 days old. The adoption ceremony took place on Saturday, November 17 at Durango Juvenile Court Center as part of National Adoption Day. With food and entertainment, it was an all-out celebration in Phoenix, and a fun time for kids who have had a rough start in life.The pomp and circumstance may feel contradictory because the underlying issue is a national crisis. According to statistics from the U.S. Department of Health and Human Services, there are more than 400,000 kids in foster care across the country. Of that number, there are more than 15,000 in Arizona alone, according to the latest numbers from CASA of Arizona.Baby Scotland's adoption ceremony was just one of several Judge Randall Warner presided over on Saturday. Though the girls no longer have a biological mother, they do have stability and according to Laird, a relationship with extended family."Even though they've been adopted, the grandparents, aunts, uncles and other siblings that haven't been adopted by me can still be a part of their life," she said.Dressed head to toe in similar attire for the special day, they no longer just look like family anymore, they are family.   1693

(KGTV) — A Pine Valley restaurant owner says he will defy the county's order that shuts down indoor dining beginning Saturday."We are over it," said Larry McNamer, who owns Major's Diner in Pine Valley. "We can't do any more going backward. We can't. Not and stay open and be a viable part of the community."McNamer says 2020 has been a very challenging year, with sales down and its staff cut in half. Now, the increase in the coronavirus case rate is pushing San Diego County into the state's purple tier of restrictions, it's most strict. That means come Saturday, restaurants will no longer be allowed to serve indoors at 25% capacity, instead, they'll be limited to outdoor-only dining as the weather turns cold. McNamer said he takes the virus very seriously and has put social distancing measures in place. However, he says moving to outdoor dining only will make it impossible to survive, with temperatures in the 30s in the mornings. The diner is only open for breakfast and lunch."And at this point, if they want me to, I'll be more than happy to put the keys on the counter and leave them an invoice for the business and they can write me a check for it," he said.In a statement, the California Department of Public Health said it understands the frustrations, but that the spread of coronavirus remains a major concern. "California’s cases of COVID-19 are ticking upward, and the state is urging Californians to continue to do everything they can to protect themselves and the community from increased transmission of the virus," the statement said. "We know that this is hard, as many of us feel exhausted, isolated or impatient."The county restaurant industry has been hit especially hard amid the pandemic, with jobs down about 17% over the year, or 22,000 positions. Police in Wisconsin have confirmed two cases of tampered Halloween candy throughout the state.In Arcadia, Wisconsin — a town located near the Wisconsin/Minnesota border — police confirmed that at least one child found needles in multiple pieces of Halloween candy.The needles were not visible until the candy was opened and broken in half. In both instances, the needles appeared to be sewing needles.Police say the incident happened sometime during trick-or-treat hours, between 3:00 and 7:00 p.m. They've warned parents in the community to check their children's candy.A few hundred miles away in Neenah, Wisconsin, police reported that nails were found in three pieces of Halloween candy.A spokesman for the Neenah Police Department said that a mother found three Kit Kat candy bars with nails protruding from them in her son's candy stash.Police suspect they can narrow down the house where the boy was given the candy, but did not say they were investigating any suspects.It's the second straight year in which a nail was found in a Neenah trick-or-treater's candy. A child found a nail hidden in a Tootsie Roll in 2016. No arrest was made in that case.Police are encouraging Neenah parents to inspect their children's candy for anything suspcious.Those reports comes just days after police in Randolph, Wisconsin — located about three hours east of Arcadia — say that a child in town received a piece of tampered candy while trick or treating on Saturday.According to police, the child received a Now and Later that appeared to have been soaked in motor oil or some other foreign substance. PHOENIX, Arizona — A license plate could be the very thing driving technology forward and it is being tested in Arizona. The Arizona Department of Transportation said it is working with the technology company "Reviver" to test digital license plates on about a dozen of its vehicles. Spokesperson Doug Nick described it basically as an iPad that goes in place of the plate on the back of the vehicle. Arizona is just one of two states that currently have these plates on the road — the other is California, Reviver reps said.Nick said ADOT is always open to innovation and picking our state to test is a no-brainer, especially with our weather.  "Arizona has always been a really good state for innovation," he said. "Car companies have tested here for years to see how their vehicles perform, so it's not a stretch to say, 'Well, let's take a look at how some of the accessories, like a license plate. How does that perform on a vehicle?'" As testing continues, the goal is to go far beyond just displaying the plate. "You can update this [the license plate] and it has the capabilities of potentially having other functions on there... maybe messages that are of help to the public, like Amber Alerts," Nick said. "That might be something that could be done on this."It could also alert police if a vehicle is stolen, if a registration tag is expired, or more consumer-focused items like displaying specialty plates. But, all of that is still in the early stages of testing. Could digital plates save ADOT money?Representative Michelle Ugenti-Rita?introduced a?bill into the state legislator this year that would eliminate vehicle registration stickers, possibly saving .8 million in labor and postage.ADOT did not comment on the bill and is not yet clear on the kind of money-saving aspects the technology may provide.Nick said the state has been testing it for less than a year and there is no set timeline on when the testing will stop or if it will expand. 2077
