BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. WASHINGTON, Nov. 16 (Xinhua) -- Supervised exercise was shown to be more effective than stenting or medication for improved walking ability in patients with peripheral artery disease (PAD), according to a U.S. study reported Wednesday at the 2011 American Heart Association Scientific Sessions meeting.The research group reported that of 111 patients studied in the randomized trial, the most effective treatment proved to be supervised exercise based on the results of a treadmill test taken at baseline and again at six months. Patients who were in the supervised exercise group improved by a mean of 4.6 minutes in the treadmill test, while the group who received stents improved by a mean of 2.5 minutes. However, researchers found that self-reported quality of life measurements proved to be higher in the group that received stents, even though their ability to walk did not improve as greatly as the group that received supervised exercise rehabilitation.The findings were published in the November issue of the journal Circulation. The researchers believe that more studies are necessary, although supervised exercise may be an effective treatment recommended for PAD patients with claudication.PAD is a condition in which plaque builds up in the arteries and affects blood flow, especially to the legs. It is estimated that between 10 and 12 million people suffer from PAD in the United States. One symptom of PAD is known as claudication, a painful cramping of the leg muscles that limits the patient's ability to walk. It affects nearly 2 million people who suffer from PAD, and results in a sedentary lifestyle and poor quality of life.Current U.S. guidelines for the treatment of claudication include pharmacotherapy, supervised exercise rehabilitation and lower extremity revascularization using stents.

VIENNA, Nov. 25 (Xinhua) -- China is to further help the least developed countries (LDCs) in their development effort through zero-tariff treatment and other measures, Yu Jianhua, China's Assistant Commerce Minister said here Friday.Addressing a LDCs Ministerial Meeting in Vienna, Yu said China will focus on six concrete measures to advance the implementation of the Programme of Action (IPoA), adopted by the Fourth United Nations Conference on LDCs in Istanbul in May.First, as announced by Chinese president Hu Jintao during the G20 summit in Cannes, China would, in the context of South-South cooperation, give zero-tariff treatment to 97 percent of the tariff items of exports to China from the LDCs that have diplomatic relations with China.Second, tilt foreign aid further to the LDCs.Third, carry out cooperation in livelihood projects in the LDCs, including hospital, school, domestic water use and clear energy.Fourth, strengthen agricultural cooperation with the LDCs, including the increase of food aid, dispatching agricultural and technical experts.Fifth, strengthen personnel education in the LDCs to build capacity for self-development.Sixth, continuously promote the establishment of economic and trade cooperation zone in the LDCs by Chinese companies.Yu said that debt crisis in some countries, turmoil in financial markets, inflation pressure in emerging countries; extreme weather and recurrent natural disasters have brought enormous harm to the economies of the LDCs.In this situation, the global community should stand united to give more supports to the LDCs, he stressed.For a long time, China has actively supported the LDCs, under the framework of the South-South Cooperation, through economic and technical aids, debt reduction and personnel training and increase of imports from these countries, he said.Meanwhile, Yu praised the unique role of the UN Industrial Development Organization (UNIDO) in implementing the IPoA, helping structural transformation in the LDCs and promoting the sustainable development.He also said that the Chinese government would continue to support the UNIDO and help the LDCs develop their economies in an all-round way.
