SAN DIEGO (KGTV) -- At least five food handlers have tested positive for COVID-19 -- four restaurant employees and one grocery store employee, according to San Diego County health officials.County Supervisor Nathan Fletcher said Sunday that the grocery store alerted county officials and followed sanitation protocols before reopening the store.Fletcher also stressed that there is no evidence of COVID-19 association with food, citing the U.S. Centers for Disease Control and Prevention guidelines.MORE: SAN DIEGO COUNTY COVID-19 TRACKER"If you have a sick worker, they must stay home," Fletcher said. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. SAN DIEGO (KGTV) — A new cancer treatment is now available at the Scripps MD Anderson Cancer Center.This week 31-year-old William Apodaca became the first patient in San Diego County to receive the unique form of targeted cancer therapy. Apodaca was diagnosed with a rare form of cancer three years ago when doctors found neuroendocrine tumors in his pancreas.Neuroendocrine tumors are formed in hormone-making cells. They can grow in spots like your pancreas, stomach, and intestines. “It's a rare tumor that patients can live decades with and the hope is to improve quality of life by minimizing their need for more toxic chronic therapies,” said Dr. Marin Xavier, a Medical Oncologist at Scripps MD Anderson Cancer Center. RELATED: FDA approves two cancer treatments after expedited reviews“It was just devastating,” remembers Apodaca, who is also a nurse. After chemotherapy and other cancer-fighting therapies, Apodaca was finally able to try the new treatment, Lutathera, after it was FDA-approved earlier this year. Lutathera uses radioactively charged proteins to seek and attack cancer cells from the inside out. It is administered in four doses, which are given approximately every other month until they are finished. Apodaca had been traveling to Los Angeles for the treatments but was able to complete his final one in San Diego. He now has more energy and looks forward to going back to work, traveling, and getting married.“This medication is pretty much giving me a second chance at life,” said Apodaca. “Picking up the pieces of where my life was.”The drug works for two to five years, depending on how aggressive the tumors are. Patients who respond well can get retreated.Fifteen local patients have already signed up to get the new treatment and more are expected to come from other cities. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) – A driver was taken into custody after a passenger in his car died following in a crash in Paradise Hills early Wednesday morning.According to San Diego police, an 18-year-old driver and four passengers were in a car traveling westbound in the 6100 block of Paradise Valley Road at around 2 a.m. when the crash occurred.Police said the driver tried to make “an unsafe left” onto southbound Munda Road, but the car veered off the roadway and went down an embankment.All five people were able to get out of the car and made their way back to the street, but police said an 18-year-old girl had to be taken to the hospital.The girl, who was not identified, later died at the hospital from internal injuries.The driver fled the scene, but officers -- with the help of a helicopter overhead -- found him hiding in bushes a few blocks away surrounded by coyotes.Jail records obtained by ABC 10News show the driver, identified as 18-year-old Eduardo Douglas Jones, was booked on charges of gross vehicular manslaughter, hit-and-run causing death/injury, and DUI.The crash remains under investigation. 1119
