SAN DIEGO (KGTV) - By the time polls close Tuesday night at 8 p.m., the San Diego County Registrar of Voters could have already processed more than 1.1 million ballots. Registrar Michael Vu says it's possible the first results of the night, released sometime before 9 pm, could account for up to 70% of the total vote.Those numbers will include more than a million mail-in ballots that the Registrar has already received and processed, as well as any in-person votes cast between Saturday and Monday.But those early numbers may not provide clarity."In our world, nothing is over until the election is certified," says Vu.Certification doesn't happen until December 3. And mail-in ballots can still arrive at the Registrar's office as late as November 20th to be counted, as long as they were postmarked by November 3."There's 196 contests on the ballot," says Vu. "For some it will show really wide gaps. And in others, it will show like it's neck and neck and it will continue all the way through until we certify the election."For races that may be close, like the San Diego Mayor's race, those late arriving ballots could be the difference between winning and losing."When you have such a close race at the local level, 10,000 or 20,000 votes left to be counted could be quite significant," says Evan Crawford, Assistant Professor of Political Science at University of San Diego.Crawford says it's common for local races to have changes after election day, noting that early results aren't official until every ballot is counted."We might have to prepare ourselves to not know on election night," says Crawford.He points to the June Primary election for Mayor, where City Councilman Scott Sherman led Barbara Bry for the second spot in the November election. As more ballots went into the final numbers, Bry overtook Sherman to advance.Thad Kousser, the Political Science Department Chair at UC San Diego, says voters should use patience when looking for a clear winner."Even though the game ends on election night when the polls close, no one can cast a ballot after that, it's going to take a while to tally the points for both sides," Kousser says. "And those results are also going to be misleading because there were really strong partisan differences this year in who wants to cast a ballot through what means."That extends to the Presidential race as well. Kousser says states that process mail-in ballots early, like Florida, could see a large Democratic lead in the first round of numbers released. He says Republicans have traditionally preferred to vote in person.Conversely, Kousser says states like Pennsylvania, where mail-in ballots can't be processed until polls close, may see the opposite.Either way, both Kousser and Crawford say accuracy is the most important focus of election officials."Getting it right is more important than getting it quickly," says Kousser. SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792
