WASHINGTON — The federal government is outlining a sweeping plan to make COVID-19 vaccines available for free to all Americans, but polls show a strong undercurrent of skepticism across the country. In a report Wednesday to Congress and an accompanying “playbook” for states and localities, federal health agencies and the Defense Department are sketching out complex plans for a vaccination campaign to begin gradually in January or later this year, eventually ramping up to reach any American who wants a shot. According to The Associated Press, facets of the playbook include:Most COVID-19 vaccines will require two shots to be taken three to four weeks apart. Those who receive these vaccines will need to receive doses made by the same drugmaker.Early in the vaccination campaign, supplies will be limited and will be reserved for health care and other essential workers, as well as vulnerable groups. Later phases of the campaign would expand distribution to the entire country.The vaccine will be free to those who receive it, thanks to funding allocated by Congress and the Trump administration.States and local communities will handle distributing the vaccine, and must submit plans to the federal government in about a month's time.The vaccination campaign faces an uphill battle from a skeptical public. An AP poll taken in May found only about half said they would get a COVID-19 vaccine. Experts say at least 70% of Americans need to be vaccinated or have immunity from a previous contraction in order to protect the country from the virus. 1562

VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. Kious said that the stylists rent a chair at the salon, and work independently. VISTA (CNS) - A 24-year-old man was behind bars today for reportedly crashing his car into a freeway work zone in the far northern reaches of San Diego County while drunk, injuring himself along with two construction crew members.Ross Rodgers, 24, was headed south on Interstate 15 near Mission Road in the unincorporated Rainbow community about 10:50 p.m.Sunday when his 2008 Toyota Prius veered over traffic cones and entered the closure area, where it hit the back end of a stationary 2008 Ford F-250, according to the California Highway Patrol.A worker behind the wheel of the pickup truck and a second one on foot nearby suffered apparently minor injuries in the wreck.Medics took the two men, ages 30 and 36, to Palomar Medical Center in Escondido for evaluations, CHP Officer Kevin Smale said. Rodgers was arrested on suspicion of drunken driving and transported to the same hospital for treatment of a broken bone in his right foot.Upon his release from medical care, the San Diego resident was booked into the county jail in Vista on suspicion of felony DUI.The crash led to intermittent closures of parts of the freeway in the area until about 5 a.m., Smale said. 1186
