Months of debate have transitioned into action as school districts across the country welcome students back for the 2020-2021 school year, whether online or in-person.In Iowa, however, the debate over how to approach the topic has transitioned to the court system.In July, Gov. Kim Reynolds announced a new mandate at a press conference requiring school districts teach at least 50 percent of its curriculum in-person. She also said school districts would only be able to move to an online-only curriculum if the COVID-19 positivity rate in that region reached 15 percent or higher.It is one of the highest positivity rate thresholds in the country.The CDC has used the positivity rate, or percentage of COVID-19 tests that return a positive result, as a barometer of how the coronavirus is circulating across the country. Below 10 percent is indicative of the shrinking rate of transmission.When it came out with school guidelines, the CDC recommended schools only reopen to in-person learning if the positivity rate was 5 percent or below.For comparison, New York City has said kids can’t go back to school until the positivity rate is under 3 percent. Arizona has set its bar at 7 percent, and even the surgeon general has said schools nationwide shouldn’t consider returning to in-person learning unless the positivity rate is under 10 percent.“I look at my husband who has to go teach in high school and look at the risks that presents to him. NATIONAL CITY, Calif. (KGTV) — Police arrested a 28-year-old Texas resident Thursday in connection with a motel fire and stabbing several days earlier.Police said Jeremiah Dayvon King was arrested after a woman was found stabbed several times outside of a burning motel room just before 3 a.m. Sunday. The fire occurred at the Roadway Inn Motel in the 600 block of Roosevelt Ave. Several guests pulled an unconscious woman from the woman and tried to put out the flames before police arrived. The woman was taken to a nearby hospital with burns and multiple stab wounds. She was in stable condition on Thursday.Thursday, King was seen walking in the 300 block of Oxford Street in Chula Vista, when he was approached by officers and fled. (KGTV) - A U.S. Postal Service deliveryman was pinned against his mail van in National City Thursday when a driver having a seizure struck him, witnesses said.Surveillance video shows the sedan crash into the USPS worker as he stood at the back of his van at 2907 Highland Ave. Witnesses jumped into the vehicle to back it up and stop the engine. The postal worker fell to the ground as passersby called for help. National City Police officers arrived and put a tourniquet on one of the postal worker’s legs. He was alert but suffering major injuries, firefighters said. The man was taken to UC San Diego Medical Center.The driver who struck the postal workers has a history of seizures, National City firefighters said. He was also taken to a hospital for evaluation. 798
