BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. WASHINGTON, Jan. 14 (Xinhua) -- U.S. Secretary of State Hillary Clinton on Friday rejected a zero-sum formula on U.S.-China relationship, saying that the two countries have much more to gain from cooperation than from conflict.Delivering a speech on the future relations between the U.S. and China at the State Department, Clinton said it does not make sense to apply zero-sum 19th-century theories of how major powers interact in the 21st century."We reject those views," she said, referring to views which depict China's growth as a "threat" or U.S. policy on China as " containment."The State Department described the speech, delivered to inaugurate an annual forum dedicated to veteran U.S. diplomat Richard Holbrooke, as setting stage for a state visit by Chinese President Hu Jintao next week.Clinton said that the world is moving through uncharted territory and needs new ways of understanding the shifting dynamics of the international landscape, a landscape marked by emerging centers of influence, but also by nontraditional, even non-state actors and the unprecedented challenges and opportunities created by globalization.This is a fact that is especially applicable to the U.S.-China relationship, she said, noting that the engagement between the two countries can only be understood in the context of this new and more complicated landscape."We are in the same boat. And we will either row in the same direction or we will, unfortunately, cause turmoil and whirlpools that will impact not just our two countries, but many people far beyond either of our borders," she said.The secretary said although the United States and China are two complex nations with very different histories, with profoundly different political systems and outlooks, there is a lot about the two peoples that reminds them of each other: an energy, an entrepreneurial dynamism, a commitment to a better future for one' s children and grandchildren."We are both deeply invested in the current order, and we both have much more to gain from cooperation than from conflict," she said. "That doesn't mean we will not be competitors ... But there are ways of doing it that are more likely to benefit than not.""A peaceful and prosperous Asia-Pacific region is in the interest of both China and the United States. A thriving America is good for China and a thriving China is good for America," the secretary said."So all of this calls for careful, steady, dynamic stewardship of this critical relationship," she said."The choices both sides make in the months and years ahead and the policies we pursue will help determine whether our relationship lives up to its promise, and it is up to both of us to translate high-level pledges of summit and state visits into action, real action on real issues," Clinton said.

  

BEIJING, Dec. 12 (Xinhua) -- China seeks a win-win partnership featuring equality and mutual trust with the United States, as the two countries' interests are deeply correlated in the era of globalization, Chinese Foreign Minister Yang Jiechi said."Relations between China and the United States should be cooperative and win-win and not a zero-sum game," Yang said in an interview in Beijing Friday.Applauding the two countries' consensus to build a positive, cooperative and comprehensive bilateral relationship in the 21st century, Yang said China and the U.S. should boost mutual understanding and learn to trust and respect one another.Mutual understanding is the basis for cooperation and a precondition for avoiding misjudgments, Yang said, adding that China's peaceful development is not only in the interests of the Chinese people but also for the whole world.To strengthen mutual trust, the two sides should learn to respect each other's core concerns and eliminate outdated ways of thinking, said the foreign minister.China adheres to peaceful development and the opening-up strategy that highlights mutual benefit and win-win cooperation, Yang said.China and the United States should respect each other's social system and cultural tradition, and realize that the two countries are at different stages of social development, Yang said.The two countries should properly handle frictions and disputes through dialogue on equal footing, he said.Yang said the bilateral ties have not been without any dispute but "generally, the Chinese-U.S. relations have grown at a steady pace.""We urge the U.S. side to abide by the three Sino-U.S. joint communiques and the U.S.-China Joint Statement. We also urge the U.S. to respect China's sovereignty and territorial integrity and to not interfere in China's internal affairs," he said.Yang also said China and the United States should improve cooperation to boost their economy and benefit the two peoples."Protectionism, trade wars and currency wars will only be detrimental to both sides and cause trouble for bilateral ties," he added.
