Two labor watchdog officers in north China's Shanxi Province have been detained by police in connection with the country's growing slave-worker scandal. Hou Junyuan, head of an inspection team in Yongji City's Labor and Social Security Bureau, was accused of dereliction of duty and detained yesterday afternoon. Another officer from the team, Shang Guangze, was arrested on charges of abuse of power and fired from his job. The two had transferred an underage laborer, who was from central China's Henan Province and was being sent back home, to another kiln for new employment, authorities said. Police have arrested 168 people and are seeking more than 20 other suspects involved in the forced-labor scandal. By Sunday night, 45,000 officers had raided more than 8,000 kilns and small coal mines in Shanxi and Henan provinces and freed 591 workers, including 51 children. Those charged with crimes are suspected not only of illegal employment practices but also of abduction, limiting others' freedom, employing underage workers and even murder. Meanwhile, the government of Shanxi's Hongtong County, where one of the most notorious kilns was located, has dispatched work teams to 12 provinces to compensate victims who were compelled to work in captivity. The central government plans to launch a nationwide survey of labor conditions in small kilns and collieries, and those who illegally employ children, force people to work or deliberately injure workers will be severely punished, the State Council warned.

KUNMING -- Fourteen people were killed and six others were injured after a bus veered off a road and plunged into a ravine in southwest China's Yunnan Province, a local government official confirmed on Thursday.The bus with 20 passengers on board veered off a highway in Maguan County of Wenshan Autonomous Prefecture of Zhuang and Miao Nationalities at 3:30 p.m. Wednesday, said Liu Qingfu, deputy head of the publicity department of Wenshan prefecture.Fourteen people died at the scene. Foreign investors are eyeing more opportunities as China's demand for oil refining and petrochemicals increases. According to a think-tank affiliated to China National Petroleum Corp (CNPC), China's oil demand will hit 455 million tons while the country's total refining capacity will surpass 400 million tons by the end of the 11th Five-Year Plan period, set from 2006 to 2010. "From this year to 2010, the average annual oil demand of China will grow at 6.5 percent per year. One forecast shows demand reaching 455 million tons in 2010," Gong Jinshuang, a veteran researcher at the Economic and Technology Research Institute of CNPC, China's largest oil and gas producer, said on Friday. According to a national industrial deployment plan, there will be many refineries and ethylene crackers on stream by 2010 and China will witness 18 million tons of ethylene produced by 2010. The country's refineries will run at 90 to 95 percent capacity by 2010, Gong said. Ethylene output of China was 9.41 million tons last year, up 24.5 percent year-on-year. To seize opportunities arising from the downstream sector of the oil industry, not only State-owned giants, but also foreign investors are gearing for more investment. Mustafa Al-Sahan, general manager in charge of China investment at Sabic Asia Pacific Pte Ltd, told China Daily that his firm plans to invest billion to set up an integrated refining and petrochemical project in Dalian, Northeast China. The industrial complex is expected to include a 10-million-ton refinery, a one-million-ton ethylene cracker and an 800,000-ton aromatics plant, according to the blueprint. Al-Sahan said the project will be a joint venture formed by several parties, holding equal stakes. So far, there are already two parties involved, Sabic and a private Chinese company. Sabic is looking for another State-owed energy giant to join, Al-Sahan added. The project is still subject to approval by the National Development and Reform Commission (NDRC), China's top economic planner. Sabic has invested in a petrochemicals plant in Tianjin, in partnership with Sinopec, Asia's top refiner. The Tianjian project has been given the green light by the NDRC and is expected to be on stream by the fourth quarter of next year, the Sabic chief for the investment in China said. CNPC and Sinopec are either planning or expanding their refining and petrochemical projects, such as in Sichuan, Fujian provinces and Guangxi Zhuang Autonomous region, to better meet the country's future fuel and industrial demand. China now is the world's fastest growing major oil market Al-Sahan said the downstream segment of the Chinese oil industry has good potential because of the robust future demand. He said Sabic will not produce gasoline, which is oversupplied in the market, but oil and petrochemicals that are in big demand.

  

SHANGHAI -- China will launch its first Mars probe in October 2009 as part of a joint mission with Russia, said sources with the Shanghai Space Administration, the main developer of the probe, on Monday. Researchers are "pressing ahead" with the project for a synchronized launching with a Russian probe, said Chen Changya, a researcher with the Shanghai Institute of Satellite Engineering, at a space technology exhibition. He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.

  

SHANGHAI: Preliminary investigations showed improper maintenance work had caused a Shanghai gas station explosion on Saturday, which saw four killed and 40 injured.A team of officials from related government agencies is investigating the blast at the China National Petroleum Corporation (CNPC) outlet in Pudong District, reported the Xinmin Evening News Sunday.The station had earlier been suspended on October 11 for safety concerns and was scheduled for reopening Sunday.CNPC did not respond to media queries on the explosion.Most of those injured from the incident have been discharged from hospital.Two of the 29 blast victims sent to Punan Hospital died while 26 were discharged Sunday morning.A 49-year-old woman who was hit on the head by a piece of blast debris is still under observation at the hospital.She was said to have been in her apartment close to the station when the explosion shattered her window.The 13 other injured who were sent for treatment at the Pudong branch of Renji Hospital have been discharged.The explosion on Saturday occurred at 7:50 am in the junction of South Yanggao and Pusan roads.Two maintenance workers on the site were killed instantly. Witnesses said one of the workers was blown five stories high before landing nearby.A woman who was cycling 1 km away from the station was hit by a piece of blast debris and died in hospital.A motorcyclist, later identified as Wang Dong from Anhui Province, also died after debris hit him on the head.He had taken off his helmet to answer a call on his mobile phone.The Shanghai Evening News said Sunday that visits to several gas stations in the area found unsafe practices.Drivers lining up for gas smoked and used mobile phones without being stopped by station employees.The blast also damaged a bus that had stopped near the station and injured passengers on board. A convenience store, motel and several other nearby buildings were also hit.Traffic disrupted by the explosion resumed Sunday.
