TAIPEI, Jan. 2 (Xinhua) -- The United Daily News, one of the biggest newspapers in Taiwan, said in an editorial on Friday that the six proposals put forward by Hu Jintao on the cross-Straits relationship are "positive" and "explicit". The editorial said that people in Taiwan mostly hold positive opinions about the six proposals, made by General Secretary of the Communist Party of China Central Committee Hu Jintao on New Year's Eve, and see goodwill and understanding in them. It noted that in Hu's address, he shows understanding that "Taiwan consciousness" does not equal to "Taiwan independence consciousness". In addition, Hu also said the mainland is willing to discuss with Taiwan "proper and reasonable arrangements" for Taiwan's participation in activities of international organizations as long as such activity does not create a scenario of "two Chinas" or "one China and one Taiwan." BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility. The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production. Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says. Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk. The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers. China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden. The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications. The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions. Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet. The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015. "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities." The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time. Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays. Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area. So far, China has established ten such free trade zones in the coastal areas from north to south.
BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis. The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso. Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances. To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added. Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation. The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said. To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies. Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy. Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care. China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy. The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism. China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.

The census is vital as it provides a frame of reference for the government to maintain stable, rapid economic growth as the financial crisis deepens, Li said during visits to the National Bureau of Statistics (NBS) and a census data collection site here. "The global financial crisis has not bottomed out but has further hit the world economy, and its adverse impact on China is gradually unfolding," said Li.
