BEIJING, Aug. 5 (Xinhua) -- China is completing a nationwide training for presidents of grassroots courts Friday, following the downfall of a group of judicial officials implicated in corruption scandals.More than 3,600 presidents from intermediate and grassroots courts across the country attended the training in Beijing, a year-long-event that focused on raising their awareness of corruption-free law enforcement and improving their abilities in handling social disputes, according to information released by the Supreme People's Court (SPC) on Thursday.More than 80 high-ranking judges, including SPC President Wang Shengjun, delivered lectures during the training, which also covered topics of improving the judges' knowledge in coping with public opinion as well as that of the media."Given the complex and volatile international situation and rising domestic demand for judicial services against the backdrop of emerging social conflicts ...it is imperative to undergo such large-scale training for presidents from grassroots courts." said Zhou Zemin, director of SPC's political department.Over the past year, a string of high-level judicial officials were punished for their involvement in corruption scandals.Among them were former SPC vice president Huang Songyou, who was sentenced on Jan. 19 to life imprisonment for taking bribes and embezzlement and Wen Qiang, former director of the Chongqing Municipal Judicial Bureau, who was executed on charges of corruption charges involving organized crime.Training judicial staff has long been a priority on the SPC's agenda.The SPC spent three years training judges of grassroots courts from 2005 to 2007.Since 2006, the SPC sent lecturers to grassroots courts in the western provinces and autonomous regions. As of Thursday, nearly 150,000 judges and police officers have attended such lectures, according to the SPC.

CHENGDU, Aug. 14 (Xinhua) - A panda cub born Friday afternoon at a breeding center in southwest China is just another panda bear born at the center. What makes her unique is her mother.Jini, the panda mother, gave birth to the female cuba at the age of 17. She is compared to a human in her sixties, the Wolong Giant Panda Protection and Research Center in Sichuan Province said in a statement.The female cub weighed 125 grams. She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. She also entered record books with her pregnancy that lasted 324 days. Generally, pandas deliver in 120 -150 days.The length of a panda's pregnancy depends on its health and nutrition level, according to experts.About 1,600 giant pandas are living in the wilds in China. Sichuan Province and the northwestern provinces of Shaanxi and Gansu are the home to most of them. Another 290 pandas are in captive-bred programs worldwide, mostly in mainland China.

NEW YORK, June 10 (Xinhua) -- The U.S. House of Representatives has passed a bill to recognise Nanjing City of China as a "Model for International Cooperation" in order to award the city's active involvement in cooperation with the United States in education, innovation and entrepreneurship, and this was the first Chinese city to win such an award, Li Jiansheng, executive chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday.The House passed the bill, tabled by Representative John Tierney of Massachusetts, on Tuesday night, Li said, adding that this will pave the way for further cooperation between China and the United States in education, innovation and entrepreneurship, which are very conducive to build a stronger China in the future."I rise today to speak about a model for international cooperation that is said to hold promise and future opportunities for the United States," Tierney said when he was taking the floor at the House. BEIJING, July 12 (Xinhua) -- Thousands of Chinese have joined a heated discussion about new rules that are designed to curb corruption and increase transparency about the assets of government officials.A regulation that took effect Sunday extends the list declarable assets for officials and introduces dismissal as the maximum penalty for failing to report assets honestly and promptly.The regulation adds six more items to the list of declarable assets issued in 2006, bringing the total to 14. The new items include incomes from sources like lecturing, painting and calligraphy; homes owned by spouses and children; and equities and investments owned by officials, their spouses and children.A FIRM STEPThe new rules have struck a public chord and almost 50,000 people had left comments on China's two biggest Internet portal websites on Monday. Thousands more were joining the discussion on other news sites and discussion forums.More than 36,500 people had made online comments on a news entry about the regulation on leading portal Sohu.com as of 1:30 p.m., and more than 11,000 comments on an entry at Sina.com.cn.Most of the published postings welcomed the new rules, but some said they should go further."The fight against corruption has a long way to go, but I am really glad to see each firm step taken by the central authorities," said a posting from Shanghai on Sina."We want to see more detailed provisions and harsher punishments in the rule," said a post by "Shihuiwen 197" on Sohu.The regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.It requires officials at deputy county chief level and above to annually report their assets, marital status and whereabouts and employment of family members.It also empowers local provincial level CPC committees and governments to expand the regulations to officials below deputy county chief level.A CPC statement said Monday that most village or town chief level officials are prone to power-for-money transactions and corrupt actions as they are dealing with practical issues involving personnel, finance and materials.But as there are a large number of them, requiring all of them to report personal information will require much work and high costs, said the statement jointly issued by the CPC Central Commission for Discipline Inspection (CCDI) and the CPC Central Committee's Organization Department.So the central authority left the decision to local governments to decide based upon their own conditions, it said.New requirements for officials to report homes and investments reflected the need to change disciplinary structures in line with changing social and economic values, said Professor Liu Chun, deputy dean of the Graduate Institute of the Party School of the CPC Central Committee.
