(KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. Zillow reports that the average rent in Solana Beach is ,837 a month, up 4.7 percent from a year ago.    1459

Special counsel Robert Mueller is set to reveal the extent of Michael Flynn's cooperation and insights into the dealings of Russians with the Trump campaign and administration a year after the guilty plea from President Donald Trump's former national security adviser.In the court filing due by midnight Tuesday, Mueller's team could also nod toward the next criminal indictments in its sights.The special counsel's office is expected to describe the crimes Flynn committed that led to his plea and how he has helped the Russia probe this year. Flynn pleaded guilty to lying to federal investigators on December 1, 2017. The coming filing is meant to brief a federal judge before Flynn's sentencing.Similar filings before other Mueller defendants' sentencings -- former Trump campaign adviser George Papadopoulos, Dutch lawyer Alex Van der Zwaan and Internet salesman Richard Pinedo -- contained revelations about what each person did and knew connected to the Russians and members of the campaign. But none of those defendants cut a deal to cooperate with Mueller like Flynn did. Each earned prison time that ranged from 14 days to six months.Some of the details in Tuesday's filing could be described under seal, especially if parts of the investigation that Flynn contributed to are not yet public.Last December, Flynn became the first high-ranking Trump adviser to agree to formally cooperate with the special counsel's probe.Soon after his plea, attention turned to other Trump confidants and campaign and administration officials, including the President's son-in-law, Jared Kushner. Someone broke into Queen Califia’s Magical Circle located in Kit Carson Park.The sculpture garden features many works of art, including a mosaic maze, totem sculptures, a fountain, and a wall in the form of playful serpents.  The vandals cut the lock to the gate leading into the property. Then they smashed more than 20 custom shaped mirrors in the mosaic maze.  They also damaged two of the totems. The damage was discovered this week.Lech Juretko, of Art Mosaic Inc, helped the artist, Niki de Saint Phalle, create the sculpture garden for the community. He is also the one charged with repairing it.“I cannot really explain it,” Juretko said about the damage, “It’s sad. It’s never happened.”Juretko estimates it will cost ,000 to ,000 to repair the damage. He did not have a timeline for the repairs.The City of Escondido released the following statement to 10News.“The City plans to keep Queen Califia’s Magical Circle open during the regularly scheduled hours, weather permitting. Signage will be posted, and areas that could possibly be sharp from the glass and tile breakage will be blocked off. In addition, we always have a volunteer docent on site at all times while the sculpture garden is open to the public. Southwest Airlines will look less like a zoo.Passengers will be allowed to bring only cats and dogs on board as emotional support animals beginning in September, and only one per customer. The animals must be on a leash or in a carrier at all times.Southwest says passengers will need to present a letter from a doctor or licensed mental health professional on the day of departure.The airline will also limit the types of trained service animals in the cabin. Only dogs, cats and miniature horses will be allowed. Service animals are specially trained to help people with disabilities.Fliers have become increasingly bold in bringing animals on planes.In January, a woman reportedly tried to board a United Airlines flight with an emotional support peacock. Delta says passengers have also flown with "comfort turkeys, gliding possums known as sugar gliders, snakes, spiders and more."Since the beginning of the year, American Airlines, JetBlue, Delta and United have all introduced rules similar to Southwest's.The airline industry has called on the Transportation Department to update its guidelines for animals on planes. Someone out there is sitting on a lottery ticket worth more than .5 billion, but has not stepped forward to claim the prize, according to ABC News. On Oct. 23, a single winning ticket was purchased in South Carolina for the largest Mega Millions jackpot in history. The ticket is also the single most valuable lottery ticket in US history. "We have not heard that the winner in South Carolina has come forward," Mega Millions administrator Seth Elkin told ABC News. The winner has 180 days to claim the prize. That means the winning ticket does not have to be claimed until April. If no winner comes forward, each participating state in the Mega Millions game will get back all the money that state contributed to the unclaimed jackpot, the lottery says on its website. The amount of money that goes unclaimed in state lottery programs is quite staggering. Nearly billion went unclaimed during a 12-month period from late 2016 through early 2017, lottery expert Brett Jacobson told CNN. While most of the unclaimed lottery winnings are from smaller prizes, there have been a few notable examples of massive jackpots going unclaimed. The largest known unclaimed lottery ticket was sold in Georgia in 2011 worth million. Elkin told ABC News that it would be prudent for whoever is holding the winning lottery ticket to sign it, keep it somewhere safe and consult a financial advisor before claiming the prize.  1490
