BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said.The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added.The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent.The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said.The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection.The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

ZHOUQU, Gansu, Aug. 15 (Xinhua) -- Amid sirens and blaring horns, people across China Sunday stood in tribute to victims of a massive mudslide in a remote northwest town.Chinese leaders, students, workers and members of the public paused for three minutes from 10 a.m. Sunday, a week after the devastating mudslide hit Zhouqu County, in Gannan Tibetan Autonomous Prefecture of Gansu Province.At least 1,248 people have died and 496 are listed as missing.Chinese President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and other top Chinese leaders stood and paid silent tribute to the victims at the beginning of a meeting by the Standing Committee of the Political Bureau of the Communist Party of China Central Committee held in Beijing on Sunday morning.DEEP GRIEFAt the Dongjie Village in Zhouqu, more than 5,000 rescuers and villagers stood still on the debris of mudslide, bowing their heads in commemoration of those killed in the disaster.A huge black banner hung in front of the mourners, and wreaths lay on the ground. The white lettering on the banner read, "Mourning in deep grief for deceased compatriots of the Zhouqu massive mudslide.""I only feel sad as I stand on the debris of our homes," said villager Zhang Xiujuan."Although my husband, my son and I survived, I lost more than 30 relatives in the mudslide," she said.In Dongjie, two thirds of the families were buried when the mudslide struck. BEIJING, June 13 (Xinhua) -- China values its traditional friendship with Zimbabwe and hopes to push forward relations between the two countries as well as the two armed forces, said Chinese Defence Minister Liang Guanglie here on Sunday.Liang made the remarks in a meeting with Zimbabwean Commander of Defence Forces Constantine Guveya Chiwenga.Liang hailed the traditional friendship between the two countries. He spoke of Zimbabwe's defence forces as a "good friend and partner" of People's Liberation Army (PLA).Since the establishment of China-Zimbabwe diplomatic ties 30 years ago, cooperation between the two nations had continuously deepened in the areas of politics, economics and trade, culture, education and health, Liang said.China expressed appreciation for Zimbabwe's firm adherence to the one-China policy and its support to China's peaceful reunification, said Liang. He also thanked Zimbabwe for support on issues concerning China's core and major interests.Chiwenga expressed appreciation for China's long-standing support to Zimbabwe in various areas. BEIJING, Aug. 5 (Xinhua) -- China's National Meteorological Center forecast Thursday that heavy rains would continue during the next 24 hours in northeast China, a region already soaked following weeks of torrential rains.The observatory continued to issue an orange rain alert, the second most serious level, on Thursday, warning that rainstorms would hit most parts of the provinces of Liaoning, Jilin and Helongjiang over the next 24 hours, adding pressure to the country's efforts to combat floods.Rain-triggered floods have left 1,072 people dead and 619 others missing this year in China. Economic losses were estimated at 210 billion yuan (31.34 billion U.S. dollars), Shu Qingpeng, deputy director of the Office of State Flood Control and Drought Relief Headquarters, said Wednesday.Meanwhile, the observatory forecast that heat would continue in south China during the next 24 hours.Temperatures are likely to hit 35 to 38 degrees Celsius in southeast Shaanxi Province, some parts of Sichuan and Guizhou provinces and areas along the Huaihe River. BEIJING, July 29 (Xinhua) -- The People's Liberation Army (PLA) Navy had conducted a large scale of live-ammunition training exercise in the South China Sea, according to a front-page report on Thursday's PLA Daily newspaper.The exercise, which was carried out on July 26, brought together a large group of warships, submarines and combat aircraft.During the exercise, warships and submarines from the Navy's South China Sea Fleet performed precision strikes on surface targets by firing guided missiles while surface warships conducted anti-missile air defense operations, said the PLA's official newspaper.A naval aviation fleet also participated in air control operations, according to the report, which did not specify the exact location of the training or the number of participating warships.In overseeing the training, General Chen Bingde, PLA's chief of the General Staff, said that the PLA should "pay close attention to the development of situation and tasks" and make "solid preparation for military struggle which depends on massive military training" .
