(KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SAN FRANCISCO (AP) — Regulators on Friday accused one of California's largest utilities of falsifying safety documents for natural gas pipelines for years following its criminal conviction and multimillion-dollar fine for a pipeline explosion that killed eight people near San Francisco.The California Public Utilities Commission said an investigation by its safety and enforcement division found Pacific Gas & Electric Co. lacked enough employees to fulfill requests to find and mark natural gas pipelines.Because of the staff shortage, PG&E pressured supervisors and locators to complete the work, leading staff to falsify data from 2012 to 2017, regulators said. The company "had common knowledge among its supervisors that locators falsified data," the commission said."Utility falsification of safety related records is a serious violation of law and diminishes our trust in the utility's reports on their progress," commission President Michael Picker said in a statement. "These findings are another example of why we are investigating PG&E's safety culture."PG&E said it has hired more employees and improved its pipeline tracking system."We're committed to accurate and thorough reporting and record-keeping, and we didn't live up to that commitment in this case," utility spokesman Matt Nauman said in a statement.A U.S. judge fined the utility million after it was convicted of six felony charges for failing to properly maintain a natural gas pipeline that exploded in 2010 and wiped out a neighborhood in suburban San Bruno. Regulators also fined PG&E .6 billion for the blast."This is the period immediately following the 2010 San Bruno gas explosion and fire that resulted in eight fatalities, numerous injuries and damage to property," the commission said in its report. "This commission would expect that after such a tragedy, caused by multiple proven violations of law, PG&E would have sought to vigorously enhance and increase its effectiveness in all aspects of its gas safety."The investigation was forwarded Thursday to a judge, who will hear testimony on the findings and will allow PG&E to provide evidence that it didn't violate safety laws.The utility that provides service to millions of people throughout Northern California also is under scrutiny for its role in igniting wildfires. The California Department of Forestry and Fire Protection found that PG&E equipment was responsible for starting 16 wildfires last year.While a cause has not yet been determined for the massive fire that wiped out the town of Paradise and killed at least 86 people last month, PG&E equipment is being scrutinized. SAN FRANCISCO (AP) — The coronavirus doesn't appear to have devastated homeless people as initially feared. But researchers say there are many unknowns about how the pandemic is affecting people without a place to sleep. San Francisco has reported more than 200 infections of homeless people, and New York City has tallied more than 1,400. San Diego’s convention center is housing homeless residents, where officials have administered more than 6,000 tests and uncovered just 18 positive for COVID-19. At the onset of the pandemic, cities thinned out shelters and moved homeless people into hotels because they often have chronic health issues. Advocates say they're surprised the population hasn't been hit harder, but there's not enough data to draw conclusions. 772

  

SANTEE, Calif. (KGTV) - An East County family is channeling their pain into helping domestic violence survivors in San Diego. The family's loved one, 19-year-old Kiera Bergman, was murdered last year in Arizona. ”What helps us is being able to help other people and we want her story and her memory to stay alive and that’s why we’re choosing to do donation drives, because we want to be able to help people that are in the same situation she was in," said Mindy Tarantino, Kiera's aunt. Investigators believe Bergman's boyfriend, Jon Clark, is responsible for her death. Clark faces first-degree murder charges and is set to stand trial in a few months. “I'll look at pictures that I have of her and then all of a sudden you just get overwhelmed, I get anxiety really quick, and it just really hits me that she’s gone," said Kiera's grandmother, Sandie Bergman. They are collecting various toiletries and items like diapers to donate to Becky's House, a nonprofit working to break the cycle of domestic violence and homelessness.A donation drive was held in Santee on Monday, but you can also donate online through the family's Amazon Wish List. 1155
