Interior Department Secretary Ryan Zinke signed an order Friday morning aiming to expand access for hunters and fishers to public lands and monuments.In what is being described as an "expansive" secretarial order, Zinke's rule would ultimately allow broader access across the board to hunters and fishers on public lands managed by the Interior Department, according to the order.A section of the order also amends the national monument management plan to include or expand hunting and fishing opportunities to the "extent practicable under the law."The order cites a 2007 executive order from President George W. Bush to "facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat." It directs agencies to to create a report and plan to streamline how best to enhance and expand access to hunting and fishing on public lands.The Interior Department oversees national parks, wildlife refuges and other federal lands.The secretarial order also aims to expand educational outreach for hunting and fishing to "under served" communities such as minorities and veterans as well as increase volunteer access to federal lands."Today's secretarial order is the latest example of how the Trump administration is actively moving to support hunting and other forms of outdoor recreation on public lands," Zinke said in a statement."Hunting and fishing is a cornerstone of the American tradition and hunters and fishers of America are the backbone of land and wildlife conservation," he said.Interior said Obama administration policies were too restrictive."Through management plans made under the previous administration, which did not appreciate access to hunting and target shooting like this administration does, access and usage has been restricted," said Interior spokeswoman Heather Swift.Zinke's rule will not have to go through a formal rule-making process.It is the second major action from Interior in the last few weeks.In August, Zinke recommended shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations following a review ordered by President Donald Trump.At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production. The death of this county’s only hospital has thrust this place into darkness, and dozens more like it across the country are potentially about to suffer the same fate.“We are seeing a huge divide in healthcare among Americans,” explained Johnny Presley, the owner of this small rural hospital.Hospitals across the country are struggling now more than ever, as patients are still avoiding elective surgeries because of COVID-19. Those are the bread and butter of most hospital's bottom line.In Celina, Tennessee, a town of about 1,400 people, the hospital also served as the county’s biggest employer. Presley spent months fighting with Medicare for reimbursement payments until he was finally forced to close the emergency room.He’s poured million of his own money into the hospital in an attempt to save its life.“When people can’t live in the rural communities they grew up in without access to healthcare, it’s almost like you’re in a prison,” he said.The cruel irony of a hospital closing in the middle of a pandemic is not lost on anyone who lives in this or any other rural community in America. At this hospital alone, they were able to stabilize or save more than a dozen COVID-19 patients over the past few months. Patients that now will be forced to drive more than an hour for care to the next closest emergency room.“So, many people are going to die. They’re gonna die because they don’t get the emergency care they need,” said Stephen Headrick, who lives in Celina and has relied on this emergency room countless times over the years.Since 2005, a staggering 174 rural hospitals have shut down nationwide. Fifteen of those closures happened this year alone, leaving a vacuum of care in their absence. Texas and Tennessee lead the nation in hospital closures.By the end of this year, hospitals across the country are expected to lose more than 0 billion, a staggering statistic that ripples far beyond the walls of any emergency room.When Cumberland River closed, nearly 100 doctors, nurses and staff were let go. By some estimates, 2020 may end up claiming the lives of nearly 200 more hospitals.“To keep our hospitals open during this pandemic, the government has to intervene,” Presley explained.With federal aid, Presley could reopen the hospital tomorrow, but so far, his pleas to politicians have gone unanswered.“I think it’s just a travesty that this country is going through. International auction house Bonhams has canceled an upcoming sale of rhino products amid mounting pressure from environmental groups, it was announced Friday.The auction, which was due to take place in Hong Kong next week, would have featured more than 20 antiques carved from rhino horn, including a vase, a hairpin, a pouring vessel and a variety of drinking cups.In a statement provided to CNN, Bonhams global CEO Matthew Girling said: "(We recognize) there are widely held concerns about this issue and have decided that the sale of the rhinoceros carving scheduled to take place in Hong Kong on 27 November will now not take place."An online catalog for the sale, which had been titled "Exceptional Chinese Rhinoceros Horn Carvings from the Angela Chua Collection," has been removed from the auction house's website.Girling also announced that Bonhams would join the likes of Christie's in barring rhino horn items from its auctions."In future Bonhams will not offer artifacts made entirely or partly from rhinoceros horn in its salerooms," the statement said.The decision follows objections from high-profile conservation groups, including WildAid. An online petition, addressed directly to Girling, called the auction "unethical" and "unsustainable," suggesting that the sale would stimulate poaching.The petition, which had been signed almost 10,000 times at the time of writing, also claimed that the sale was "quite likely illegal," and composed of "horns from recently poached rhinos" rather than antiques.Girling refuted such suggestions in his statement, claiming that all rhino carvings that pass through the auction house are antiques with "known provenance" and requisite licenses."Bonhams stands behind the professionalism and expertise of its specialists," he added.The use of rhino horn in Chinese art and crafts dates back millennia.
