BOAO, Hainan, April 9 (Xinhua) -- Singapore Senior Minister Goh Chok Tong said Friday that he expects China, and similarly for most part of Asia recovering from the economic downturn, to maintain good growth this year."The economic recovery has started. That's a good news for Asia," Goh, also former Prime Minister of Singapore, said in an exclusive interview with Xinhua in Boao, a coastal resort in south China's Hainan Province.Goh is here for the annual meeting of Boao Forum for Asia (BFA), a pan-Asian platform of dialogue for key issues affecting Asia and the world, which will officially open Saturday. He was elected a member of the BFA's board of directors Thursday."The worst is behind us," he said, adding that China's recovery has a solid foundation and is on a good growth path."We've paid attention to economic fundamentals. If the economic fundamentals are right, we can let the storm pass by," Goh said. "That's what Singapore and China did."He said some damages in the global financial crisis were not very severe, "so once the storm passes, we grow again."Singapore also saw a very good growth in the first quarter of this year and "the growth exceeded out expectation," he said.Goh emphasized the importance of free trade. As a member of the Association of Southeast Asian Nations (ASEAN), the Free Trade Agreement (FTA) between Singapore and China took effect this year."The free trade is important for all countries and global economic recovery," he said.Goh said the most important lesson drawn from the international financial crisis is that the government must have "good surveillance system over the financial industry" so as to make sure that banks do not take up too much risky investment, and to prevent investment from turning to bubbles in property and other sectors.He also said efforts should be made to ensure that China develops without causing too many problems in terms of climate change.Singapore has been cooperating with China to develop the Tianjin eco-city in north China for more than one year, which already attracted investors from Japan and Singapore."As China urbanizes, Singapore's experience of building a green city can be used in China for its urban solutions as the country grows," he said, adding the eco-city is a model meant to demonstrate that "economic growth can be consistent with green development."This year marks the 20th anniversary of the establishment of China-Singapore diplomatic ties."We've learned from each other. It's not one-way learning any more. We've learned from China as much as China has learned from Singapore," Goh said.
BEIJING, April 8 (Xinhua) -- China expressed its concerns Thursday about a Chinese coal ship that ran aground off the eastern coast of Australia.Chinese Foreign Ministry spokesperson Jiang Yu told a regular press briefing China is paying close attention to the incident and has taken immediate action to deal with it.China is concerned an oil spill may pollute Australia's Great Barrier Reef, Jiang said, adding that the related shipping company and Australian authorities should enhance cooperation to appropriately address the issue.Jiang said China's embassy in Australia contacted local authorities and urged them to ensure the crew's safety.Australia has taken rescue measures in time, she said, noting that the body of the ship has been kept stable and the crew are safe.The Chinese-owned, 230m-long bulk coal carrier Shen Neng 1 ran aground about 70 km east of Great Keppel Island shortly after 05:00 p.m. local time on Saturday. SHANGHAI, May 11 (Xinhua) -- Chinese officials and experts Tuesday suggested the nation's steel producers set up plants abroad to avoid a rising number of international trade barriers.Opening steel mills in regions with abundant raw materials and strong market demand abroad would be easier than exporting steel products, as it would bring tax revenues and employment to the areas, Jia Yinsong, an official with the Ministry of Industry and Information Technology, said at an international trade fair for the steel tube industry in Shanghai.China's steel pipe exporters had been frequent victims of protectionism, said Wang Zhenfu, vice director with the Fair Trade Bureau of Import and Export of the Ministry of Commerce (MOC).Data from the WTO showed China's steel producers were named in 29 trade disputes since 2007, involving products valued at 6 billion U.S. dollars.The most serious, in which the United States imposed in April anti-dumping duties ranging from 30 to 99 percent on Chinese steel pipes imports used in oil and gas wells, had curbed steel tube exports to the U.S. by more than 80 percent, said Wang.According to the U.S. Department of Commerce, 37 Chinese firms received a final dumping rate of 29.94 percent, and all other Chinese exporters were subject to a final dumping rate of 99.14 percent.Wang warned of a risk of losing the U.S. market as the U.S. government was mulling further anti-dumping investigations against Chinese steel pipe exports.Jia said Chinese enterprises should be aware of the significance of transforming from production exports to capacity exports.At present, domestic steel enterprises were mainly focused on acquiring mineral resources abroad, but that would become more difficult given global commodity price hikes fueled by a booming market, said Jia.The costs of energy, raw materials, shipping and rising trade protectionism and pressure for China to appreciate its currency would pose challenges for Chinese exporters, according to a survey conducted by the Ministry of Commerce last month.Jia said a few of Chinese steel firms, such as Wuhan Iron and Steel Group, had invested in capacity exports.
