SAN DIEGO (KGTV) -- A Hillcrest man is still recovering in the hospital after he says he was attacked, leaving him with a head injury and partial paralysis.Ricky Jackle says he was walking with a friend on Robinson Avenue in Hillcrest October 14.“I was out with a friend of mine. Had a few drinks at The Rail.” According to Jackle, that’s when the assault took place.“Last thing I remember, there was a confrontation between the person I was with and somebody else. I tried to get in the middle of it to stop in. I was pushed on my chest, went backwards and hit my head on the curb. Apparently that’s when I bled out. I heard voices, by friend’s voice behind me,” said Jackle.Jackle says after the incident, his friend fled the scene.In tears, Jackle describes how the assault has changed his life. “I can’t work, I can’t do the things I used to do. I’m scared.”“I don’t think anyone should be attacked or a victim like I was, I don’t think it’s right.”While under observation at the hospital, Jackle began to feel numbness in his hands and arms which resulted in loss of movement in his hands, arms and legs, according to a GoFundMe post.“The injury caused swelling which compressed his spinal cord resulting in loss of movment [sic] and some paralysis,” according to the post.Jackle’s cousin, Derrick Roach spoke about the friend who left Jackle following the attack. “He said the reason I left Ricky is with all the blood I thought he was dead. SAN DIEGO (KGTV) - A juvenile was arrested Wednesday for allegedly making a threat against a San Diego Unified School District high school.The juvenile was arrested at Serra High School for the alleged threat, according to SDUSD. The suspect told school police the comment was not meant to be taken seriously. While police deemed the threat non-credible, they determined the comment meant the definition of a criminal threat.The language of the threat and how it was issued was not immediately clear.RELATED: DA: Nine minors charged in recent threats to local schoolsClasses at Serra High were held on a normal scheduled Wednesday despite the report. There was reportedly no increase in police presence on the campus either.SDUSD official called for a press conference on Friday at 10:15 a.m. at the Education Center to address the increasing number of local school threats over the past month.Since the Parkland, Fla., school shooting in February, at least 24 school threats have been investigated at county schools.Of the threats, District Attorney Summer Stephan has charged at least nine juveniles."We can't assume that the threat is a joke," Stephan said. 1208

SAN DIEGO (KGTV) -- A new report from the California Association of Realtors shows how much San Diegans need to make to buy a home. According to the report, you'll need to make well over 0,000 to qualify for a home loan. 6,270 to be exact. And that's the minimum qualification. The report also places the median home price in San Diego County at 0,000, ,000 above a report from April which indicated San Diego homes had a median price of 0,000. In the state of California, the median home price is more than 8,000, meaning that, on average, you'll need to make 1,500 statewide to pay for a home. What does the housing market look like in the rest of the U.S.? According to data from the association, the median home price in the rest of the country is a modest 5,500. You'd have to make ,820 to qualify for a loan of that size. So why is the California housing market so expensive? There are a lot of reasons, but in a report from the Sacramento Bee, Brian Uhler of the non-partisan California Legislative Analyst's Office gives one reason. Uhler says many places in California are great places to live, so, in an effort to protect the status quo, residents in those communities turn to lawmakers to create barriers to building new housing.Uhler added that California's coastal cities are, as far as housing construction, among the slowest growing in the U.S., comparing their growth to shrinking Rust Belt cities.  1505

SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. That could take a few months, but they're hopeful it will make the market better in the long run. 1852

SAN DIEGO (KGTV) - A local business owner is warning others about a phony debt restructuring company that he said cost him thousands of dollars.Hugh Herrera owns Pacific Beach Vinyl."What we're selling is music, which is one of the uplifting things of life," Herrera said.A couple years ago, Herrera needed help managing his debt with the business. After a situation with a lender, he eventually turned to what he thought was a legitimate debt restructuring company. He received a solicitation in the mail and gave the company a call."It sounded like something viable to me," Herrera said.He started working with Corporate Restructure, Inc. He said he paid about 0 a week."In the end, the net result, we'd pay about half of whatever we owed through making weekly payments to this firm," Herrera said.  Instead, Herrera said Corporate Restructure took about ,000 and ran."They just disappeared. Couldn't get a hold of them," Herrera said.According to news releases from the Department of Justice in New York, the men behind Corporate restructure faced dozens of charges related to bank and mail fraud. The news release dated late last year said there were approximately 200 victims that lost a total of .2 million."Somebody should really look out for predatory-type people, obviously, because that's what happened to us," Herrera said.He is now working to pay off his existing debt after he learned an expensive lesson."Things are looking better. Light at the end of the tunnel," Herrera said.Herrera started a GoFundMe campaign, which has helped keep the business afloat. He has hopes of getting some of his money back after the criminal proceedings in his case are finished.The Federal Trade Commission recommends people to contact creditors directly for assistance with debt.
