DENVER (AP) — A black bear broke into a Colorado house over the weekend and left by breaking through a wall "like the Kool-Aid Man."Estes Park police say the break-in occurred Friday night and that the animal was likely attracted to trash.A Facebook post by the police department said: "Upon officer's arrival, said bear forcibly breached a hole in the wall like the 'Kool-Aid Man' and made its escape."The Denver Post reports no one was injured.Colorado Parks and Wildlife said bears entered over 35 vehicles and nine residences in the Estes Park area in the 10 days before Aug. 3. DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. "Secretary Kim's working group has brought the best and the brightest together to focus on the long- and short-term needs of the bluffs, and we're making significant strides."This summer, SANDAG will seek nearly million from the state's Trade Corridor Enhancement Program to complete construction of the fifth phase of bluff stabilization, which will include the installation of additional support columns along the bluffs, improved drainage infrastructure and new retaining walls.SANDAG was awarded million from the California State Transportation Agency and .6 million from the United States Department of Transportation earlier this year for future stabilization efforts. 2973

Researchers are currently investigating whether people with HIV have an increased risk of poor outcomes with COVID-19.”Meanwhile, in South Africa, which has been especially hard-hit by HIV/AIDS, health officials are hoping that new, long-acting drugs to help prevent HIV infection will be a turning point for the fight against a global health threat.South Africa has the biggest epidemic in the world with 7.7 million people living with HIV, according to UNAIDS.World AIDS Day was first observed in 1988. Every year since, organizations, scientists, patients and loved ones across the world encourage awareness to move toward ending the epidemic.About 1.2 million Americans are currently living with HIV, according to HIV.gov, a website managed by the US Department of Health and Human Services, and about 14 percent of those people living with it don’t know they have it and need testing.More than 37,000 new HIV infections were diagnosed in this country in 2018, according to the CDC, with the highest rates of new diagnoses happening in the South and among people aged 25-34.That year, there were more than 15,800 deaths among Americans who had been diagnosed with HIV.Men are still much more likely to contract the disease, about five times as many men had new diagnoses in 2018 as compared to women. According to CDC data, about two-thirds of new cases in 2018 resulted from male-to-male sexual contact with an infected person.About seven percent of new HIV infections in 2018 were the result of people injecting drugs using infected needles or equipment.The World Health Organization said they hope some of the lessons from the coronavirus pandemic can be applied to the HIV/AIDS epidemic to help “accelerate progress towards our new 2025 targets and … ending AIDS as a public health threat by 2030.” 2467

  

DEL MAR, Calif. (KGTV) - About 400 horses displaced by the Lilac Fire will move back to their original home at San Luis Rey Downs next week, according to trainers at the Del Mar Racetrack.The horses have been living in Del Mar's stables since the fire tore through the downs on December 7. Nearly 50 horses died in the fire, and several trainers and stable workers were also injured.Del Mar has become their second home in the four months since."I joke that it's like losing your home and being put up in a proper hotel,"' says trainer Ed Freeman.He has 16 horses living at Del Mar and says he's not sure what the emotions will be like returning to the site of one of the worst days of his life."I'm a little worried it will be stressful for the workers," Freeman says. "Our barn isn't there, we'll be in a new spot. But it's still going back to the scene of the crime."Del Mar racing officials had targeted mid-April for the move-out. They need their stables back to begin preparations for this summer's racing season. Nearly 3200 horses will be using the track to train and race over the next few months."It's vital for Del Mar for people to have a place to bring in young horses that are going to be beneficial during our race season," says Racing Secretary David Jerkens.But, he adds, Del Mar was happy to help out."Sometimes it takes a tragedy to see the good in people," says Jerkens.A GoFundMe page run by Del Mar and Santa Anita Racetrack helped raise more than 0,000 to take care of the horses, trainers and workers displaced by the fire. And in the weeks following the fire, hundreds of people volunteered at the stable to take care of the horses. Trainers say they're humbled by the support they got and had nothing but high praise for Del Mar as they get ready to leave."I definitely think they looked out for everyone's best interest," says Adam Kitchingman, with First Home Thoroughbreds.
