SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.

BEIJING, Dec. 6 (Xinhua) -- A senior official of China's National Energy Administration (NEA) encouraged Chinese firms to invest in the renewable energy market of the United States to boost their competitiveness in the international market.The statement was made by Wang Jun, head of the department of new energy and renewable energy at the NEA, during the wind power section at the China-US Renewable Energy Investment Forum, also attended by officials from the U.S. Department of Energy and the Department of Commerce."While a number of U.S. companies are establishing firms manufacturing wind turbines, bearings and current converters, thus making China an important part of their global business, the U.S. wind power market remains relatively unknown to Chinese firms," said Wang.He noted that the U.S. wind power market has great potential but is short of funding in the wake of the international financial crisis. BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.
