BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

WASHINGTON, July 27 (Xinhua) -- The China-U.S. Strategic and Economic Dialogue (S&ED), the first of its kind between the world's biggest developing country and biggest developed country, opened here on Monday.     On behalf of Chinese President Hu Jintao and invited by U.S. President Barack Obama, Chinese Vice Premier Wang Qishan and State Councilor Dai Bingguo participated in the opening ceremony in Ronald Reagan Building in downtown Washington, D.C..     In a congratulatory message to the opening ceremony of the dialogue read by Wang, Chinese President Hu Jintao said that both China and the United States shoulder important responsibilities on a host of major issues concerning peace and development of mankind.     As two countries with significant influence in the world, China and the United States also enjoy extensive common interests and broad space for cooperation, Hu said.     China and the United States, in the face of the complex and changing international economic and political situation, should endeavor to expand common ground, reduce differences, enhance mutual trust and strengthen cooperation through the Strategic and Economic Dialogue, he said. QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.
