SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. SAN DIEGO (KGTV) — The leader of a maritime smuggling ring operating in San Diego and Baja California has been arrested, according to officials.Guillermo Barba, 29, was arraigned Thursday and charged with conspiracy to bring in illegal aliens for financial gain and conspiracy to transport illegal aliens for financial gain, according to the Office Of The United States Attorney Southern District Of California.Barba is accused of being the leader of a smuggling ring based out of San Diego and Baja California, in which panga boats, pleasure crafts, and multiple load vehicles were used in maritime smuggling. Officials say the ring is believed to be responsible for at least 25 smuggling events since November 2017."In addition to undermining this nation’s border security, smuggling on the ocean is extremely dangerous for the individuals being smuggled," said U.S. Attorney Robert Brewer. "Barba’s arrest and the dismantling of this alien smuggling group is the product of outstanding federal and international law enforcement cooperation."Barba is scheduled for a detention hearing on Aug. 4.If convicted, he could face a mandatory minimum of three years in custody and up to 10 years in prison. 1208

SAN DIEGO (KGTV) -- The California Department of Motor Vehicles is reminding residents about the looming REAL ID deadline. Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. The new ID is the result of the 9/11 Commission's recommendation to establish standards for identity verification and security features. In California, a gold bear and star indicates REAL ID compliance. The DMV is also reminding residents about requirements to obtain a REAL ID. SAN DIEGO (KGTV) — The community is coming together for the family of a San Diego mother of two who died this week while acting as a surrogate for another family.Michelle Reaves was helping a family have children of their own, according to a GoFundMe set up to help her family. It was her second surrogacy for the same family when complications arose and she died while giving birth, the campaign explained.The baby Reaves was carrying survived.Reaves leaves behind two children, Gage and Monroe, and her husband, Chris.The organizer of the GoFundMe campaign is hoping the community will "be there for Michelle’s family like they would for us.""I can’t even begin to imagine what her husband Chris and her two babies are going through so I want to start this page to help raise money for help with the kids, for Chris as they all adjust, funeral services, or anything at all to make it as easy as we can on them," wrote organizer Jaime Herwehe. SAN DIEGO (KGTV) - The California Highway Patrol said a person arrested at gunpoint on Interstate 15 in San Diego Thursday was suspected of driving illegally in the HOV lane and leading an officer on a pursuit.The chase happened on southbound I-15 just south of Aero Dr. at 5:30 p.m.Officers said the driver was in the high-occupancy vehicle lane and failed to pull over, leading to the brief pursuit.There are no reports of any injuries or a reason why the driver did not yield for the traffic stop.10News is monitoring developments in the story. 555
