BEIJING, Oct. 23 (Xinhua) -- China welcomed the World Trade Organization's (WTO) ruling that United States imposition of anti-dumping and countervailing duties on four types of Chinese imports was inconsistent with WTO regulations, the Ministry of Commerce (MOC) said Saturday.The four categories of Chinese imports include standard steel pipe, rectangular steel pipe, laminated woven sacks, and off-road tires, according to an online statement posted on the MOC's website.In a report released Friday, the WTO's dispute settlement body found that the U.S. department of Commerce had acted inconsistently with WTO rules on five elements of the case, which China filed to the WTO in 2008.The U.S. should conduct trade remedy investigations strictly in accordance with the WTO regulations, an unnamed official from the MOC's Department of Treaty and Law said in the statement.However, China was also concerned over some views and rulings made by the WTO expert panel, and would handle issues such as complaints according to WTO disputes settlement procedures, said the official.

PODGORICA, Sept. 23 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), arrived in Podgorica on Thursday for a three-day official goodwill visit to Montenegro.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, said in a statement issued upon his arrival that he hopes his visit will bring bilateral relations between China and Montenegro to a higher level."I am looking forward to holding in-depth discussions with Montenegrin leaders during the visit on major international and regional issues," he said. Li Changchun (R, front), a senior official of the Communist Party of China (CPC), visits Tallinn University of Technology in Tallinn, Estonia, on Sept. 23, 2010.He added he hopes the visit will help further strengthen friendship, boost mutual trust, deepen cooperation and realize common development between the two sides.During his stay in Montenegro, Li will meet with the prime minister and the parliament speaker of Montenegro.The two sides are expected to sign a number of agreements covering economic and technology cooperation.Montenegro was the second leg of Li's four-nation tour which will also take him to Ireland and Iran. HEFEI, Sep. 4 (Xinhua) -- Innovation in Chinese enterprises is steadily increasing with more patents filed and more funds invested in research and development (R&D), the China Enterprise Confederation (CEC) said Saturday.The top 500 Chinese enterprises possessed 169,000 patents in 2010, up 13.3 percent from last year, according to a report released by the CEC.Among the top 500 companies, 41 had more than 1,000 patents, while 36 companies owned more than 200 patents for innovations, the report said.Chinese enterprises were also investing a larger share of their revenues into R&D.Each of the top 500 firms allocated, on average, 775 million yuan (113.93 million U.S. dollars) into R&D, an increase of 14.4 percent from 2009 and accounting for 1.4 percent of their total revenues, the CEC said.Of the 500 firms, 17 spent more than five percent of their revenues on R&D, while another 60 enterprises invested from five to 10 percent of their revenues into R&D, according to the report.In 2009, China filed 7,946 international patents, up 29.7 percent from 2008 and ranking fifth in the world, according to the World Intellectual Property Organization (WIPO).
