SACRAMENTO, Calif. - California gas prices have gone up again.Gasoline taxes rose by 12 cents per gallon Wednesday to raise money for fixing roads and highways. It's the first of several tax and fee hikes that will take effect after lawmakers approved them this year. The move brings the state's tax on gasoline up from 29.7 cents per gallon to 41.7 cents per gallon. RELATED: State may hike gas tax even more in 2018AAA spokeswoman Marie Montgomery says the price increase will be mitigated because it coincides with the annual shift to a winter blend of gasoline, which generally reduces prices by about 6 cents per gallon.Diesel taxes will go up by 20 cents a gallon, and diesel sales taxes will rise by 4 points to 13 percent.RELATED: Poll: Most Californians oppose Gov. Brown's gas tax planThe tax increase has been highly politicized, with two Republican candidates for governor backing efforts to repeal it in next year's election.Wednesday throughout San Diego County, the average price of gasoline rose 1.6 cents to .066 a gallon. The average price is 3 cents more than a week ago.RELATED: San Diego neighborhood wants to pay more taxes to fix roads 1197

Richard Pinedo, a California computer whiz caught by the special counsel's office selling fake online identities to Russians, will be sentenced by a federal judge in Washington on Wednesday, making him the third defendant to learn his sentence in Robert Mueller's probe.Pinedo is one of the more unusual and relatively unknown defendants caught in Mueller court actions so far.In memos sent to a federal judge before his sentencing, Pinedo's defense team and prosecutors capture just how far-reaching the high-profile special counsel investigation into the 2016 election has been.Pinedo ran a website that sold dummy bank accounts to eBay users having trouble with the online transaction service PayPal. His service allowed people online to breeze through PayPal's financial verification steps. He pleaded guilty to one count of identity fraud during a confidential court hearing in D.C. federal court on February 12. His case was made public four days later, when the Justice Department announced its indictment of 13 Russians and three companies for running an online election propaganda effort.Since his guilty plea was unsealed, Pinedo says he's faced online harassment and safety risks because of the national attention.Pinedo asked Judge Dabney Friedrich of the U.S. District Court in D.C. to spare him from serving time in prison. Prosecutors haven't asked the judge for any particular sentence — though they did stop short of asking for his imprisonment in a recent court filing.Prosecutors told the judge that Pinedo gave them "significant assistance" and that his admissions and testimony "saved the government significant time and resources in the investigation."The prosecutors describe Pinedo's crime as "identity fraud on a large scale, committed remotely through the ease of the internet, with real-life damage inflicted on scores of innocent victims," according to their memo to the judge. Since they wrote to the judge in late September, Friedrich has asked for clarification on the number of victims.Court staff calculated a recommended sentence of 12 to 18 months in prison for Pinedo, but given the prosecutors' leniency in their argument before his sentencing, it's unlikely he'd serve that much time, if any.Previously, two other defendants in the Mueller investigation, the Dutch lawyer Alex Van Der Zwaan and former Trump campaign adviser George Papadopoulos, received 30-day and 14-day prison sentences, respectively. Both had lied to investigators.Several other defendants who've pleaded guilty to charges from Mueller, including former national security adviser Michael Flynn, former Trump campaign chairman Paul Manafort and his deputy Rick Gates, have not yet been sentenced. 2711

Right in the middle of America's opioid crisis, there’s a new wave of drug overdoses. This time it’s linked to synthetic marijuana, also known as K2.Joyce Grady has seen the impact the drug is having in D.C. Living in shelters and on the streets has given her a front row seat to the problem.“It's gotten to the point if you hear an ambulance, or police, you automatically put that together with a K2 overdose,” Grady said. The drug is often made to look like marijuana. A mix of chemicals is usually sprayed onto herb or plants, that is then smoked. It can be cheaper and more powerful than marijuana, which is part of its appeal. However, it comes with a high risk.“With marijuana, you can still take a puff and get a smile,” Grady said. “With this K2, you can take a puff and die.” 790

SACRAMENTO, Calif. (AP) — California has become the first state to offer taxpayer-funded health benefits to young adults living in the country illegally.Democratic Gov. Gavin Newsom signed a bill into law on Tuesday that makes low-income adults age 25 and younger eligible for the state's Medicaid program regardless of their immigration status.State officials expect the plan to cover about 90,000 people and cost taxpayers million. California already covers children ages 18 and younger regardless of immigration status. The law will not give health insurance benefits to everyone 25 and younger, but only those whose income is low enough to qualify.Newsom and Democratic legislative leaders say they plan to further expand coverage to more adults in the years to come. Republican President Donald Trump has called the move "crazy ."Advocates of the measure say it's a way to improve the health of immigrants in the state by providing them with access to the medical care they need. Many immigrants who are in the country illegally are already enrolled for some government-funded programs, but they only cover emergencies and pregnancies.Democrats had pushed to expand the coverage to even more adults, but Newsom rejected the proposals, saying it would cost about .4 billion to provide coverage to all California adults living in the country illegally. But he has vowed to keep expanding coverage in future years. 1428
