(KGTV) - A construction worker was hit by a car and killed Wednesday morning on state Route 94 in Spring Valley.The crash was reported shortly after 12:10 a.m. on eastbound SR-94 near Avocado Boulevard, according to the California Highway Patrol.ABC 10News learned the victim was a worker for Granite Construction, and he was working alongside other construction workers when he was struck.Cones had been set down on the roadway, allowing traffic to pass on the left while work was being conducted on the right side. However, some workers told ABC 10News a car traveling on the wrong side of the cones struck their co-worker.Witnesses said the victim was dragged about 40 feet before the car, a 2018 Mitsubishi Mirage, stopped.The 41-year-old victim was pronounced dead at the scene. The car's 24-year-old female driver remained at the scene for CHP questioning.The crash remains under investigation. The CHP said, "At this time, alcohol and or drugs are not believed to have played a factor in this collision."No other injuries were reported. 1073

Seventeen black women made history Tuesday night in winning judicial seats in Harris County, Texas.The 17 Democratic candidates were elected under a campaign they called "Black Girl Magic Texas," hoping to be the largest number of black women elected judges in Harris County.Harris County, which includes Houston, is the largest county in the state.Some of the women celebrated their success on social media."This election is still sinking in," LaShawn Williams, judge-elect for one of the county civil courts at law, wrote on Facebook. "I am speechless and overjoyed by all of your kind words and powerful actions to help us make a court system which ensures that everyone will be heard."Of the 17 history-making women, Shannon Baldwin will be the county's first openly LGBTQ African-American judge after winning her race, according to Out Smart magazine.Tuesday's midterm elections were a historic night for female candidates, more of whom will be serving in Congress than ever before.Latosha Lewis Payne, judge-elect for the 55th Civil Judicial District, told a local Houston TV station that having a diverse bench would provide "equal opportunity for justice -- regardless of who you are.""I think that having an African-American judge or having a female judge, those are the kinds of things we bring to the bench, and we bring an understanding of a person who may come from that similar background," Payne said.As of Friday, CNN projected that at least 100 women would win US House seats, with 35 women newly elected to the House and 65 female incumbents.CNN projected as of Friday that 12 women would win Senate seats, with two newly elected women joining 10 female incumbents. SHERMAN HEIGHTS, Calif. (KGTV) - A storage facility for homeless people to keep their belongings is at capacity, leading some people to call for expansion.The facility is in Sherman Heights, near 20th Street and Commercial. It opened in June of 2018 with room for 500 bins.It was full by Halloween.Now there is a 200 person waiting list. The city initially wanted to put 1000 storage bins in the warehouse, but pushback from neighbors led to a compromise of just 500.Neighbors worried that the facility would be a magnet for homeless people, drawing them to the area.Six months later, people who spoke to 10News say the opposite has happened. They still see homeless people in the area, but not any more than before the facility opened.They also say the amount of clutter on the streets and sidewalks has decreased dramatically.Crime has also gone down in the area. According to the crimemapping.com website, there were 188 crimes reported within 1500 feet of the facility in August of 2018. In December, that number had dropped to 73 (see chart above).Part of that is from extra police patrol. A recent police department report says that SDPD is spending nearly million on overtime to add patrols in the neighborhood of the facility.City officials told the San Diego Union Tribune they have no plans to expand the facility. But at a meeting last month at the University of San Diego, several homeless advocated said it's an idea worth looking into. 1460
