INDIANAPOLIS — A special prosecutor chose not to press charges against Indiana Attorney General Curtis Hill, after four people accused him of sexual misconduct. The alleged sexual misconduct happened in the early morning hours of March 15, 2018, at a party at A.J's Bar in Indianapolis. The alleged behavior included suggestive statements and unwanted touching by Hill.  Hill did not deny touching occurred but said it was either incidental to conversation or movement in the bar, according to the prosecutor's report.The special prosecutor, Daniel Sigler, investigated a potential charge of misdemeanor battery. Fifty-six witnesses were interviewed during the investigation, and a video statement was obtained by Curtis Hill."Mr. Hill was cooperative with my requests throughout the process as were all witnesses interviewed," Sigler wrote in his statement. Sigler said he found the women's claims as "true and credible.""Their motives appeared sincere and I found all to be credible in their belief that Hill touched them in a way that was inappropriate," Sigler wrote. "The decision made today should not and does not reflect on their credibility," Sigler wrote at the end of his statement. "They addressed their concerned in an appropriate fashion and forum and should be subjected to no criticism."The Indiana Inspector General also released a report about the investigation. The Inspector General's report is more detailed in those interviewed, and the exact allegations against Hill. Of the 39 people interviewed who attended the party at A.J.'s Bar, 20 of them said Hill appeared to be intoxicated. When asked why they believed that, some said he was slurring his words or had trouble standing up. One witness described him as "acting like a freshman at a college frat party," while another said he behaved in a "predatory, intoxicated manner." Another 15 people at the party said they couldn't comment, weren't sure, or couldn't remember if Hill was intoxicated. Four said they didn't believe he was intoxicated. The initial accusation against Hill came from Mara Candelaria Reardon, an Indiana State Representative from Munster, Indiana. She told investigators Hill put his hand on her back at the party, then slid it down her dress and grabbed her buttocks. She said she told him to back off, then left the conversation.Later in the evening, Reardon said Hill returned to her and touched her back. She reported that Hill said "that back, that skin" when he touched her.The investigators interviewed a male witness to the incident, who said he saw Hill touch her "with his own two eyes." Other witnesses said they saw them together and saw Hill touching her back, but didn't see how far down his hands went. One of those witnesses said Reardon approached him and said that Hill was "a creep," but said she didn't elaborate further.Hill's second accuser told investigators he approached her and started rubbing her back. She told investigators "she felt trapped," and was uncomfortable and embarrassed, and afraid of how others would see what happened. A third accuser told investigators Hill approached her and made her uncomfortable with the conversation. She said she told him "it's really hot in here," and Hill replied, "Yes, you're really hot."In addition to the known four public accusations, investigators also learned of two more incidents where people stated they were made uncomfortable by Hill's actions at the party, according to the Inspector General's report.“While the findings of our investigation did reveal unacceptable behavior by a state officeholder, and which significantly impacted those affected, we respect the grounds on which Special Prosecutor Sigler made his decision,” Inspector General Lori Torres said. In an announcement shortly after Sigler's, the women who accused Hill said they are pursuing a civil lawsuit against him. Hill's attorneys released a statement about the announcement. INDIANAPOLIS — A member of Congress has introduced a bill taking aim at protesters. The "Support Peaceful Protest Act," introduced by Indiana Rep. Jim Banks, would ban protesters convicted on crimes such as violence, looting, or vandalism from federal unemployment assistance. It was introduced on August 28, following several nights of demonstrations in Kenosha, Wisconsin. Protesters would also be held financially liable for the cost of federal policing.In a press release, Banks said:"Antifa thugs are descending on suffering communities, disrupting peaceful protests and leaving violence, looting and vandalism in their wake. They turned Milwaukee, Seattle and Portland into warzones, and now they're moving the chaos to Kenosha, Wisconsin. Who knows which community is next?"The bill is not expected to move in Congress. In the largest U.S. evacuation of the pandemic, more than half a million people were ordered to flee the Gulf Coast on Tuesday as Laura strengthened into a hurricane that forecasters said could slam Texas and Louisiana with ferocious winds, heavy flooding and the power to push seawater miles inland.More than 385,000 residents were told to flee the Texas cities of Beaumont, Galveston and Port Arthur, and another 200,000 were ordered to leave low-lying Calcasieu Parish in southwestern Louisiana, where forecasters said as much as 13 feet (4 meters) of storm surge topped by waves could submerge whole communities.Forecasters Tuesday night expected the storm to increase in strength by 33%, from 90 mph (144 kmh) to 120 mph (193 kmh) in just 24 hours. The strengthening may slow or stop just before landfall, forecasters said.“The waters are warm enough everywhere there to support a major hurricane, Category 3 or even higher. The waters are very warm where the storm is now and will be for the entire path up until the Gulf Coast,” National Hurricane Center Deputy Director Ed Rappaport said.Louisiana Gov. INDIANAPOLIS -- An abused dog that was shot and left for dead has a new lease on life after an Indianapolis Metropolitan Police Department Officer and his wife, a paramedic with the Wayne Township Fire Department decided to step in and help. Officer Tim Elliott was on patrol when he came across the dog that had been shot in the face and doused in bleach. Wayne Township Fire Department Captain Mike Pruitt says Officer Elliott and his fellow officers rushed in to help and took the pup to the emergency vet to try and save him. "Still alive and wagging his tail, Tim and Tiffany couldn't let this little guy perish at the hands of a savage criminal owner," said Pruitt. Pruitt says the couple fell in love with the pup and decided to save him. The pup, who's been lovingly nicknamed "Winks,"  will need surgery to have his eye removed as well as other medical treatments from the damage his previous owner had done, The Elliott family is raising money to try to help cover those costs which are expected to exceed ,500. "Winks now has a forever home full of love and a "brother" (Gauge) to help him through this," said Captain Pruitt. I wear a lot of jewelry that I know makes a woman feel really good; it makes her feel a little bit more bouncy," said, Lilly Ogle, who is a jewelry maker.The cash from her creations sold around the world helps pay the bills."I've sold pieces in Denmark, Finland, Germany—just all over," she said. "I use real stones; I use onyx, pearl, Mother of Pearl, jade, all kinds."Last year, she saved 5. That money was meant to buy Christmas gifts for her family."It took me a whole year to save that money," Ogle said. So she bought 5 in Amazon gift cards at her local Kroger store, and then this happened:"I got home 20 minutes later, tried to use those cards, and they said they have already been used—that's impossible. I just got them," Ogle recalled. She says Amazon told her they couldn't help because she did not order the cards directly from them.Though she had her receipts, Kroger said it could not help because gift cards are like cash. The cards "...cannot be replaced, and no refunds can be made."Kroger also said, "Cashiers have no way to know if the gift card belongs to the person presenting it or to someone else ... since the cards have no names on them and no ID is required for their use.""I'm not trying to get more than I paid for the cards.
