RICHMOND HEIGHTS, Mo. – Authorities are searching for a person of interest following a shooting at a St. Louis area mall that left one person dead and another injured Wednesday. The St. Louis County Police Department said on Twitter that the two people were shot at the St. Louis Galleria Mall in Richmond Heights shortly before 12:34 p.m. CT.When officers arrived at the scene, police say they located the adult male victims. One victim, a man in his early 20s, was pronounced deceased at the scene and the other was transported to an area hospital for life-saving treatment. The department said it does not consider the shooting an active shooter incident.Police believe two groups of people got into some sort of dispute inside the mall and the altercation escalated into a shooting. Several suspects were reportedly seen fleeing the scene. 849

SACRAMENTO, Calif. (AP) — Californians soundly rejected a costly ballot measure Tuesday that would have allowed more rent control as a way to alleviate the state's housing crisis.Proposition 10 trailed by a roughly 30-point margin with nearly 4 million votes counted. It was one of the most expensive and contentious items on the ballot, attracting more than 0 million in campaign contributions.Opponents said the measure would have lowered real estate values and further decreased the state's already limited housing supply by discouraging building. Supporters argued more rent control would protect low-income people from being priced out of their homes. The failure of the measure preserves restrictions on rent control on apartments built after 1995, single-family homes and condominiums. It also preserves rules preventing cities and counties from telling landlords what they can charge new tenants.California has a disproportionately high rate of homelessness, and nearly a third of California renters spend more than half their income on rent, according to the state's housing agency. In light of their defeat, supporters called on Gov.-Elect Gavin Newsom to freeze rent increases and pressure lawmakers to repeal the restrictions Proposition 10 sought to end."The burden to act returns to the governor and the Legislature, who should work to represent Californians, not Wall Street landlords," said Christina Livingston, one of the leaders of the Proposition 10 campaign.Newsom opposed the measure, but said he would work to address the housing crisis. The nonpartisan Legislative Analyst's Office predicted the initiative would have lowered the value of rental properties. Economic research generally shows that rent control benefits some individual renters but it limits supply overall and raises rents because it decreases incentives to build.RELATED CONTENT 1876

Roger Stone's potential ties to WikiLeaks and its founder, Julian Assange, are being investigated by special counsel Robert Mueller, The Wall Street Journal reported Monday, citing a person familiar with the matter.Stone served as an adviser on President Donald Trump's presidential campaign, and according to The WSJ report, Stone said in an email on August 4, 2016, that he had "dined with Julian Assange last night."However, Stone has denied ever meeting Assange. In a text exchange on Friday before the WSJ report, Assange said he "never met or spoke with Assange ever," and Stone told The Journal the contents of the email were "said in jest."Stone also noted that his passport showed that he did not leave the country in 2016.The special counsel is investigating any potential ties between Russians and Trump campaign associates. There are several links between the Trump campaign and WikiLeaks, including private messages on Twitter between Donald Trump Jr. and WikiLeaks and outreach from the chief executive of Cambridge Analytica to WikiLeaks founder Julian Assange. Mueller's team is looking into whether the communications were ever intended as a coordinated effort to help with Russia's 2016 election meddling. The President has repeatedly denied any collusion.Stone has also denied ever receiving anything from WikiLeaks."I never received any material from them at all," he said last week. "I never received any material from any source that constituted the material ultimately published by WikiLeaks. ... This will be an impossible case to bring because the allegation that I knew about the (WikiLeaks) disclosures beyond what Assange himself had said in interviews and tweets, or that I had and shared this material with anyone in the Trump campaign or anyone else, is categorically false." 1851

SACRAMENTO, Calif. (AP) — While California is seeing a slowdown in the spread of the coronavirus and counties are starting to fall off a state monitoring list for infections, Gov. Gavin Newsom says rules are not yet ready for businesses in those areas to reopen. Santa Cruz, San Diego and Placer counties recently came off the list and Newsom said Wednesday San Francisco will likely soon follow. He says counties can expect more details next week on what will be required for businesses like indoor gyms and salons to reopen in areas that fall off the monitoring list. Forty of the state's 58 counties remain on the list. 630

Russian President Vladimir Putin said he "couldn't care less" if Russian citizens tried to meddle in the 2016 US election because, he claimed, the perpetrators weren't linked to the Kremlin.During a no-holds-barred interview with NBC News' Megyn Kelly, Putin repeatedly denied ordering a multifaceted influence campaign to sabotage the presidential election."Why have you decided the Russian authorities, myself included, gave anybody permission to do this?" Putin asked.  485
