He said in addition to cooperation in traditional fields, the two sides should actively promote cooperation in energy saving, environmental protection, new energy, agriculture and farm produce processing, and among small and medium size businesses to seek long-term, stable and reciprocal common development.The two countries should strengthen cultural exchanges, facilitate language education, two-way travel, and dialogue between each other's media and think tanks, Hu added.He said China and France are expected to together meet local and global challenges to achieve a peaceful and stable international environment, citing reform of the international financial system, improving the global economic governance structure and coping with climate change.Hu told the press conference he and Sarkozy agreed to keep in close consultation on global issues and to conduct active cooperation to solve international and regional disputes by peaceful means.He said the Chinese side sets a high value on the role the EU play in international affairs and appreciates the constructive stance taken by the French side in promoting China-EU relations.When meeting the press, Hu noted France is the initiator of the reform of the global economic governance mechanism.Hu added China supports France's holding of next year's G20 summit.France will hold the presidency of the G20 summit this November and host the 2011 summit.Sarkozy said France is willing to work closely with China to ensure a successful summit.He said that China is a very important strategic partner of France and they both need to cooperate closely on major global issues such as pushing economic growth, and maintaining world peace.He said there is only one China in the world and that Taiwan and Tibet are both part of China. BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday.The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days.The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State.It is hoped the amendments will enhance protection of detainees' rights.The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.

SHANGHAI, April 21 (Xinhua) -- China Eastern Airlines resumed some flights to Europe Wednesday, a week after ash from a volcanic eruption in Iceland halted air travel.China Eastern resumed services between Shanghai and some European cities including Moscow, Frankfurt and Paris.The airline had canceled 17 flights bound for London, Moscow, Frankfurt and Paris from April 15 to 20, affecting about 8,000 passengers.The carrier said it used bigger Airbus A346 and A343 models to transport as many stranded passengers as possible.German airline Lufthansa resumed flights from Shanghai to Frankfurt late Tuesday. Other European carriers, including Air France, Virgin Atlantic, KLM and Aeroflot, resumed services between Shanghai and Europe Wednesday. Finnair would resume services Thursday, the Shanghai Airport Authority said.Europe's air traffic slowly began to return to normal Tuesday with almost half of all scheduled flights taking to the skies, but officials warned it could take weeks to clear the backlog of millions of passengers stranded since the volcano erupted April 14.
