BEIJING, Feb. 22 (Xinhua) -- Senior officials of the Communist Party of China (CPC) on Monday urged Party organs and governments at all levels to prioritize talented individuals as the top resource for social and economic development.It was revealed in a meeting of the Political Bureau of the CPC Central Committee, which was presided over by General Secretary of the CPC Central Committee, Hu Jintao.According to a statement issued by the meeting, members of the Political Bureau deliberated the mid- and long-term plan for national talent development (2010-2020), saying that a more open policy for introducing and cultivating talents should be carried out.The Party should improve its leadership of talent management to cultivate talents, while all provincial-level governments and governmental departments in charge of important industries should also work out corresponding talent development plans, said the statement.During the meeting, members of the Political Bureau also discussed a government work draft report which will be submitted by the State Council to the top legislature's annual session next month.Under the leadership of the CPC Central Committee and with joint efforts by the country's people of all ethnic groups, China made "hard-won" achievements against the backdrop of the global economic downturn and international financial crisis in 2009, the statement said.The State Council and local governments at all levels had performed their duties well and done a lot to overcome the difficulties, it said.The year of 2010 will be vital to continue dealing with the impact of the global downturn and keeping steady economic growth as well as to transform the mode of economic development.The meeting also called for more efforts to fulfill the country's 11th Five-Year Plan (2006-2010), the statement said.

Xinjiang Uygur autonomous region has abundant oil reserves and it is the largest natural gas-producing region in China. An economic development plan for Xinjiang is expected to come out soon. It will emphasize use of Xinjiang's advantageous resources, including petrochemicals, coal, non-ferrous metals and agriculture. The investment is likely to rise steadily over the next three years, driven by increased financial support from central government and neighboring provinces, and large-scale investment for key projects from State-owned companies. The rising tourism industry will also be a contributor to Xinjiang's economic growth.Tibet autonomous regionThe Tibet autonomous region is becoming another hotspot in China's regional economic development. The plateau region was traditionally dependent on farming and herding. Recently Tibet laid out a plan to explore its mineral resources, while pledging to stick to rational exploitation and minimizing the damage to the natural environment. The government announced plans to achieve "leapfrog development" in Tibet in January, including building the region into a "strategic reserve of natural resources" with the aim of reducing poverty among the Tibetan people. Tibet has more than 3,000 proven mineral reserves and it has China's biggest proven chromium and copper deposits. According to the plan, mineral resources will contribute at least 30 percent to the regional GDP over the next 10 years. Tourism will continue to play a significant role in supporting the economy.

MOSCOW, Jan. 16 (Xinhua) -- An assembly line of Chinese automaker Geely was officially launched in Russia's Caucasus republic of Karachay-Cherkessia, local media reported Saturday. Russian car company Derways has started body welding and other assembling work of Geely-brand vehicles on Friday, according to Russian state TV channel Russia-24. Some 1,100 units were expected to be produced by the end of February, the first batch of which will be delivered to Moscow by Jan. 20. The annual production of Geely will be no lower than 12,000 units. Besides Geely, Derways was also scheduled to manufacture for other Chinese brands such as Li Fan, Great Wall Motors, Chery and Haima. The total annual output of the Derways company was estimated to reach 100,000 units. Local residents could enjoy price discounts when purchasing these cars, according to the company, which also foresees a great demand of Chinese vehicles on Russian market.
