SAN MARCOS, Calif. (KGTV)- California State University San Marcos is preparing students and staff for possible power outages in light of the San Diego Gas and Electric warnings due to fire.At least three CSU schools have been shut down as a result of high winds and power outages. Staff members in San Marcos say they are keeping a close eye on those other universities.Classes proceeded as usual for CSUSM students on Thursday morning. Students say they have been keeping up the outages at other schools via social media. “For a second, I panicked; I really didn’t know it was San Francisco,” says freshman Nancy Salazar Soto. “I was like, oh, it might be me. It might be here in San Marcos.”She believes it would be hard losing power at school, but things would be tougher for the students who live on campus, like freshman Hannah Whitener. “It’s kind of a little bit sketch, you don’t really know everyone around you yet,” says Whitener. “I mean, my freezer, I’m kind of concerned about that.”CSU San Marcos sent out a memo to students late Wednesday afternoon warning them of the possibility of an outage and how to be prepared. “Make sure your car is gassed up in case you do need to relocate. Make sure you’ve got a flashlight handy," says CSUSM Vice President for Community Advancement Cathy Baur. “You’re students; you’re working on their essays and those projects. Make sure you’re saving it on your computer.” Baur says fire prevention is vital. The university knows firsthand after fires in 2014 caused emergency evacuations. “We had to close the campus just days before commencement because the fires were surrounding us and had to do an evacuation of campus,” says Baur. “It’s something that we as campus community are familiar with, we’ve lived through, and so we know how important it is to be prepared and to take any precautions that we can.”The university advises all students to check their emails and social media pages routinely. SAN JUAN, Puerto Rico (AP) — An attorney for a U.S. college student and her boyfriend who have been sentenced to four months in prison in the Cayman Islands for violating strict COVID-19 measures says he plans to appeal the recent ruling.Their attorney Jonathon Hughes says Skylar Mack, 18, of Georgia, and Vanjae Ramgeet, 24, of the Cayman Islands, have been in prison since Tuesday.He says he will argue for a less severe sentence next week and says the two have never been in trouble with the police.Mack is accused of breaking a mandatory two-week quarantine.Hughes told the Associated Press that on Nov. 27, Mack arrived in the Cayman Islands.But instead of undergoing a mandatory two-week quarantine, she broke quarantine by leaving with her boyfriend to attend a water sports event on Nov. 29, the AP reported.According to the AP, a judge ruled that Mack and Ramgeet pay a ,400 fine and provide 40 hours of community service. Ramgeet was also ordered to a two-month curfew, but prosecutors appealed, saying the punishment was lenient.On Dec. 15, a higher court ruled in favor of the prosecutors, and the couple was immediately imprisoned, the AP reported.Mack's grandmother told the AP that she emailed President Donald Trump and received a response saying the White House would look into it. 1309

Sandy Hook, Orlando, Aurora, Las Vegas, and now Sutherland Springs, Texas. As we struggle to find answers and to come to terms with the reality of mass shootings, one of the key questions is, why?What drives some people to carry out unthinkable attacks? And what do mass shooters tend to have in common?Dr. Richard Cooter is a forensic psychologist at George Washington University. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434

(KGTV) -- A woman who escaped from the Las Colinas Detention and Reentry Facility in Santee in early April pleaded not guilty Monday. 22-year-old Destiny Guns pleaded not guilty to six charges related to the escape. Guns was the first woman ever to escape from the Santee Jail, deputies say. RELATED: Woman who escaped from Las Colinas jail in Santee recapturedThe escape was reported on April 6 after Guns underwent a medical exam. Guns reportedly climbed over several fences and walls during the escape. Her clothes were found in an open field near the jail and police dogs traced her to the back of a shopping center before losing her trail. Guns was first arrested on April 1 for possession of a stolen car. She was recaptured on April 11. Details on where she was spotted are still unclear. 819

SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385
