SAN DIEGO (KGTV) - As election season heats up, some political passions are fueling criminal acts."Speechless and devastated," said Elise Dearborn.Dearborn, who isn't shy about her support of Bernie Sanders, parked her car in front of her home in Encinitas a few weeks ago. In this morning, she walked out to a surreal scene.Five stickers — most of them backing Sanders and purchased at local 2016 rallies — were gone. "It's damage to my property and damage to my freedom of speech," said Dearborn.Dearborn is not the only feeling an unwelcome burn. As an alarm went off last month, a thief is seen grabbing three flags from the fence outside his home. Back in December, at the same home, the laughter of two thieves can be heard in surveillance video as they made off with two more flags.Both American flags and Betsy Ross flags have been stolen. According to the Anti-Defamation League, some extremist groups have used the 13-star flag, but it remains a historical flag mainly used for patriotic purposes.According to the homeowner, in the past three years, more than two dozen flags, signs, and banners supporting President Trump have disappeared or been vandalized, some even burned.Those type of acts are condemned by a backer of a different candidate. "Whoever the candidate is, we should have a right to show our support ... without fearing somebody will come and tear it down," said Dearborn.10News talked to several campaigns for local Republicans and Democrats. SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

SAN DIEGO (KGTV) — Border Patrol agents say they found human remains in the Tijuana River Valley early Saturday.The agents discovered the human remains near the Tijuana River just before 8:20 a.m. on Dairy Mart Road and Clear Water Way, according to City News Service and Chief Patrol Agent Douglas Harrison.The investigation was turned over to the San Diego Police Department's homicide detectives. 10News has reached out to San Diego Police, but have yet to hear back.No further information was immediately available.City News Service contributed to this report. 572

SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said.
