TASHKENT, May 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday called for efforts to increase cooperation in regional security and economic matters among the member states of the Shanghai Cooperation Organization (SCO).Speaking at a meeting of the Council of Foreign Ministers of the SCO in the Uzbek capital of Tashkent, Yang said that uncertainty and instability have been increasing and it would still take time for the world economy to fully recover.He suggested that the SCO member states make efforts in line with the consensus reached by their heads of state to further enhance coordination of their policies and strategies on affairs of common interest. Chinese Foreign Minister Yang Jiechi attends a meeting of the foreign ministers of the Shanghai Cooperation Organization (SCO) in Tashkent, capital of Uzbekistan, May 22, 2010.The member states should boost security cooperation to safeguard reigonal stability, including stepping up the fight against extremism, separatism and terrorism, optimizing the model for cooperation in ensuring security for major international events and carrying on joint anti-terrorism exercises, Yang said.Yang also called for bettering links among the SCO member states, boosting infrastructural construction, further facilitating trade and investment and expanding cooperation in sectors such as finance, transport, energy, telecommunications and agriculture amid the economic downturn.China will try to make sure that the 10 billion U.S. dollars credit it extended to other SCO member states, a commitment made by President Hu Jintao last year at the Yekaterinburg summit, is used for the best, Yang said.Yang and his counterparts from the SCO member states exchanged views and reached consensus on important regional affairs, including Central Asia security and stability, the international role of the SCO and its links with other multilateral organizations.They signed the Joint Declaration on SCO/U.N. Secretariat Cooperation after the meeting of the Council of Foreign Ministers.The foreign ministers also met with Uzbek President Islam Karimov.

BEIJING, May 20 (Xinhua) -- Senior Chinese leader Zhou Yongkang on Thursday urged the country's law-enforcement officers to strive for just and lawful handling of every legal case."We must always make efforts to optimize the criminal justice system and improve law-enforcement so each legal case is dealt with in accordance with the law," said Zhou, a Standing Committee member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), at a meeting in Beijing.Zhou, who also heads the CPC Central Political and Legislative Affairs Committee, said there is still wrongful handling of legal cases which infringe upon the rights of the concerned parties and undermine the credibility of the judicial system.He called on the officials at the meeting of the Central Political and Legislative Affairs Committee to treat every legal case meticulously.In particular, he said, law-enforcement officers must apply the utmost stringent of standards when handling cases involving the death penalty.

  

BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction.The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said.The reconstruction fund would be provided by the central government and supported by public donations. Favorable taxation, employment, finance and land use policies would also be enacted, Wen said.The premier praised ethnic and religious groups who had played important role in relief work. He said efforts should be intensified to maintain ethnic unity and avoid disputes.He also urged local authorities to care for the relief workers, and guarantee their basic working and living conditions.Wen first visited Yushu on April 15, the day after the 7.1-magnitude earthquake, which killed at least 2,200 people and left more than 100,000 homeless.

  

BEIJING, March 29 (Xinhua) -- China on Monday strongly condemned the bomb attacks in Moscow's metro system, and extended condolences to the families of victims."We strongly condemn the terrorist attack in Moscow subway, and express deep condolences over the deaths," said Foreign Ministry spokesman Qin Gang.He said China supported Russia's efforts in fighting terrorism, and hoped to enhance cooperation within bilateral and Shanghai Cooperation Organization frameworks, to safeguard regional peace and stability.Earlier Monday, Chinese President Hu Jintao sent a telegram to Russian counterpart Dmitry Medvedev to extend condolences over the bombings.Two suicide bombings hit Moscow subway stations on Monday morning, killing at least 37 people and injuring more than 100 on two packed trains during the rush hour, according to Russian officials.It has been confirmed that the rush-hour blasts were set off by two female suicide bombers, who probably were linked to terrorist groups in the North Caucasus.
