SAN DIEGO (KGTV) - Fans packed the SDCCU Stadium for the Navy Notre Dame game, the focus for San Diegans revolving not on the friendly rivalry but the fight over what will happen to the landmark."This game is a big game and could be the last game here," Darren Hopkins, 13, said sitting next to his dad in the first row.Saturday night was the ninety-second game between Navy and Notre Dame and the crowd was very supportive of both sides."My dad's in the Navy but we're also big Notre Dame fans, so we're kinda split between," Darren said.The stadium hosted it's first football game in 1967, and fans tell 10News they love watching football here."It's good to see good football back in San Diego, I already miss the Chargers games and all the activities but it's really good to see there's some sports fans still here and they can fill the stadium it's really nice," Dan Hopkins said."A lot of energy here a lot of history here really wish the chargers were still in town but they're not, voting on Soccer City in November," San Diego local Kyle Uminger said.Both measures on the ballot call for a new stadium, either for San Diego State, or a soccer expansion team.Fans wish there was another option."I think that there's still so much spirit left in San Diego for a sports team, especially football, the entire stadium is filled up and it's just super loud and everyone is excited," Darren said.The vote will happen November 6th, 2018. 1480
SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Friday morning, SANDAG’s board will decide how to spend 0 million throughout San Diego County between roads, public transportation and other projects. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations. SAN DIEGO (KGTV) - Dreams of a degree take a backseat when you’re trying to find a safe place to sleep every night. As part of 10News’ Facing It Together initiative, we’re sharing a glimpse into life for homeless students and what’s being done to help them. “I’ve got to finish, that’s why I keep coming, I’ve got to finish,” said Brandon, a San Diego native who only wanted to be identified by his first name. Brandon started taking classes at City College three years ago in hopes of becoming a psychologist. “I love City, I love City, I feel so safe here and welcome here, I always have.” Six years sober, Brandon overcame a meth and heroin addiction. But he's been in and out of homelessness for several years. Complete Coverage: Facing It Together“Education will help me get out of this homeless situation, education will help my family, my kids included, get out of poverty.” Brandon spends more hours getting to and from school than inside the actual classroom. Living in Escondido, it's a two-hour bus commute each way. He and his dog are currently living in a shed with a bed made out of recycled materials. “I would love to have my own pad, that I can actually take a shower and wash dishes in a sink. Hot water, it’s been a while.” After surviving a suicide attempt in 2003, Brandon wants to help others struggling. And there are many. A 2018 study found 9 percent of university students were homeless in the last year. The figure was 12 percent for community college students. Stephanie Hernandez and her husband, both Palomar College students, became homeless after their landlord raised the rent. They spent a year and a half living in their car. “The biggest struggle was going to sleep at night and not knowing if you’d get woken up by the cops,” Hernandez said. “Having no job, having nothing, this being your home with no gas, and being stuck somewhere…it’s heart-shattering.” Hernandez was ready to quit until she confided in school employees, who told her about the campus food pantry. Palomar College helped Hernandez get a job and an emergency grant for a car expense. “I think we really addressed the food and nutrition part first; the homelessness thing is going to probably take a little longer.” Aiden Ely with Palomar College said the school has created a task force to look into safe overnight parking lots for students. SAN DIEGO (KGTV) – For the first time, a San Diego man is sharing his horrifying story about being an alleged so-called blind mule for a drug cartel. Team 10 Investigative Reporter Jennifer Kastner discovered that there's people who cross into San Diego from Mexico who have no idea they're smuggling drugs. “I thought I was in a nightmare. I could not believe that this was happening to me,” says the man we interviewed who tells us he was the unsuspecting victim of a drug trafficking scheme by a cartel. We’ve agreed to not use his name or show his face. “My biggest fear is that if they were watching me then, they're probably watching me now,’ he told 10News.10News was in a San Diego courtroom this January when his case was formally dismissed. Prosecutors dismissed the case, after charging him months earlier with bringing marijuana through the Otay Mesa Port of Entry. There was no explanation for the dismissal, but the man we interviewed believes it was due to a lack of evidence. To this day, he maintains his innocence. “In my wildest dreams, I would have never thought that there were five huge packages of marijuana stuck to the undercarriage of my truck,” he says. He claims he was a blind mule, a person who unknowingly moved narcotics.“I think it is without a doubt true that there are instances every year where people are coming across, bringing drugs, and they do not realize they're doing it,” says Caleb Mason, a former Assistant U.S. Attorney in San Diego. He’s studied blind mules. They're not common, but they do exist. “Five percent is approximately the rate that we saw going across districts,” Mason said.Last October, a Mexican citizen who crosses the border into San Diego for work became an unsuspecting smuggler, after five pounds of drugs were found hidden under his fender.There’s also a famous case from 2011 in which an El Paso school teacher was released from a Mexican jail, after investigators discovered she was being used as a blind drug mule. She didn't know that almost ninety pounds of pot were hidden in her trunk when she crossed the border. The man we interviewed for this story says it was last summer when he was living in Tijuana and commuting daily to San Diego for work. After getting unfortunate news that he'd been let go at his job, he says he crossed back into Mexico to have lunch with his girlfriend and parked his truck in an open, unsecured lot. He then crossed back to go fishing, but at the Port of Entry, the K-9s alerted an officer to his truck. He adds, “The first thing that he said to me is, ‘Are you under duress? Has anybody forced you to drive this vehicle?’” He says he was placed in a holding cell and then taken to jail after officers removed packages with more than forty pounds of pot from under his truck that were stuck on with magnets.“Typically, those are attached by magnets just to the undercarriage of the vehicle. sometimes we see spare tires mounted in the car in or on the car,” says Sgt. Bill Kerr with the San Diego County Sheriff’s Department’s Border Crimes Suppression Team. “Your classic, true blind mule is typically a SENTRI pass holder, meaning they face less scrutiny when crossing the border,” he adds. SENTRI passes expedite the clearance process for low-risk, approved travelers in the United States. The man we interviewed did not have a SENTRI pass, but says he was easy to track and follow. “I believe that I was targeted because of my routine,” he said.The case financially drained him. He never got his truck back, and had to pay thousands of dollars in attorney's fees. “This completely turned my life upside down,” he explains. He’s hoping his story will raise awareness for travelers to always be mindful of their vehicles’ security. 3748
