SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed in Encanto Wednesday night as 24-year-old Gai Wal.Police were called to the 6100 block of Imperial Avenue just before 6 p.m. on December 23 after receiving reports of shots fired.When they arrived, officers found Wal in the parking lot of a nearby business with an apparent gunshot wound to his upper torso.RELATED: San Diego police: Man shot in Encanto neighborhoodWal was taken to the hospital in critical condition. SAN DIEGO (KGTV) -- Rideshare drivers all over California are on strike protesting recent pay cuts by both Uber and Lyft. A small but vocal group of the drivers gathered at the San Diego airport Monday morning, opting to take part in a statewide protest against the companies they say are taking money out of their pockets. Recently, Uber announced it would be cutting drivers wage from 80 cents per mile to 60 cents. Workers say that’s on top of other cuts they’ve dealt with over the years. Drivers who spoke with 10News say other states like New York require companies to pay a minimum rate of more than per hour. Uber and Lyft both issued statements after the protest.Uber said in part, “…we're introducing a new Quest promotion feature, while also changing the per minute, per mile and minimum fare rates. These changes will make rates comparable to where they were in September."Lyft told 10News: "We are always open to conversations around how we can make Lyft better for drivers, but what we hear from the majority is that this is a flexible option that works for them." 1090

SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said. SAN DIEGO (KGTV) - Residents in a senior mobile home park in Oceanside are worried about speeding drivers after two ducks were hit and killed Wednesday. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. Safety is a priority for us and we support safe and respectful work practices among the vendors with whom we do business. We share the concerns of the residents and encourage the distributor to review the incident and address any unsafe practices." 970
