SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. Jorge Gonzales was arrested on November 12 for financial elder abuse by a caregiver, identity theft, grand theft and forgery. According to police, Gonzales is the executive director of the Golden Living Senior Home on the 3200 block of Duke Street. Police say Gonzales defrauded three residents of approximately 9,000. Researchers estimate Americans will spend more than 0 billion in retail this year, which means they need to staff seasonal workers ahead of the shopping rush. Macy’s announced they are looking for 80,000 seasonal workers. The Gap Company will hire 65,000 people. Target plans to add 120,000 seasonal team members this year, up 20% from last year. In San Diego County alone, Target plans to add 1,200 people to their staff this season. “I’m going full time at SDSU, and I knew that I was definitely looking for some work,” Elizabeth Gonzalez said. 10News Gonzalez at the Mission Valley Target’s hiring fair Saturday morning. She is hoping to spend her winter break as a Target sales associate.“I just needed some extra cash just to pay the bills,” Gonzalez said. She said she needed the cash to continue paying for college, as she studies to become a Physician’s assistant. “I thought Target would be a great opportunity because I love shopping here,” Gonzalez said. Companies like Target are offering seasonal hiring incentives to those who already love their stores. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023.
