Tyson Foods may lay off more than 400 workers in the South Bay in an effort to become more efficient and save money.It would be the biggest layoff in San Diego County in more than a year.The company filed a layoff notice with the state this month saying it had to let 401 workers go from its Circle Foods label plant in Otay Mesa. "Tyson Foods, Inc. regrets that its team members at the San Diego, California facility must be permanently displaced yet hopes to accomplish this plant closing with the least possible disruption of lives of the tema members, their families, and the community," the notice says.Many of the workers make Mexican frozen food on the factory's assemblyline.A team from the San Diego Workforce Partnership has already been to the factory twice to help the workers find new opportunities. Also, Windsor Foods is buying Tyson's plant to expand its Mexican frozen food offerings. While it does plan to eliminate three tortilla lines, company VIce President Paul Taylor said the Windsor hopes to keep as many of the workers as possible.Andy Hall, chief operating officer of the San Diego Workforce Partnership, said he doesn't see the layoffs as a larger trend. After all, the unemployment rate is now near a 17-year-low of 3.3 percent. The layoffs are expected to occur by the end of April. Tyson in a statement said it is working on a transition plan with Windsor Foods, but will retain some operations here. The city also said it has extended the stance to commercial uses.SAN DIEGO (KGTV) -- Amid new COVID-19 restrictions, some local churches and gyms are expected to begin using San Diego's parks to conduct operations outside beginning Monday morning.City Councilman Chris Cate proposed the idea in mid-July, and the San Diego County Board of Supervisors approved a similar ordinance for county parks on Aug. 5.The ordinance means the City of San Diego's more than 300 parks, 26 miles of shoreline, and 57 recreation centers could be used for gyms, fitness classes, and worship services, however social distancing and face coverings are still encouraged.The ordinance defers park permit fees for 60 days. Mayor Kevin Faulconer will bring an ordinance to the council once it is back in session in September to make the waiving of fees permanent.This latest move is Faulconer's third executive order allowing for some businesses to operate outside.Previously, he had allowed for some retail and restaurants, and subsequently for gyms, barbershops, hair salons, and massage businesses to expand to sidewalks and private parking lots.In Poway, officials approved a plan to share park space with places of worship and fitness centers. 1404

United Airlines confirmed to ABC News on Tuesday that a dog died on board a flight from Houston to New York on Monday after flight attendants requested that the passengers keep the dog in the overheard storage compartment. According to a Facebook post by passenger June Lara, the dog belonged to a family, which included a young girl, a toddler and their mother on board the flight. Lara claimed that flight attendants said the dog would be safe inside the compartment for three hours during the flight. "This little guy fought hard for his life, filling our flight with his cries until he finally ran out of breath," Lara wrote. "United Airlines does not care about the safety of their furry travelers. This poor family paid 5 for their pet to be murdered in front of them. There is no excuse for the pain this family is suffering."United Airlines told ABC News it takes responsibility for the dog's death, but could not say whether anyone would be disciplined for Monday's incident. "This was a tragic accident that should have never occurred, as pets should never be placed in the overhead bin,” United said in a statement. “We assume full responsibility for this tragedy and express our deepest condolences to the family and are committed to supporting them. We are thoroughly investigating what occurred to prevent this from ever happening again.”According to United Airline policy, dogs are permitted on board flights as long as they are kept inside a kennel, which must fit completely under the seat in front of the customer and remain there at all times. 1603
