SAN DIEGO (KGTV) - The city of San Diego has a long to-do list when it comes to improving their Bridge homeless shelters. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. Just watching the video made her tear up, knowing his safe landing was a miracle."We're all blessed. If I had lost Ryan, but he saved so many people," she said wiping away a tear.Muno said Ryan's been an instructor for two years, pursuing his second dream after a concussion during a baseball game changed his trajectory."When he was a little baby he used to lay down in the first class cabin and just go to sleep," she said he found his love of flying from growing up traveling with her.After his emergency landing, she's not too keen on him jumping back into the cockpit.Last night she urged him to hang out with his friends, or his father, "because if I get you, I'm never going to let you go," she said choking back tears.She said Ryan is probably going to go back to work tomorrow. He is also waiting to hear back from United Airlines. She said he applied to be a pilot with them and hopes to find out if he got the job by next month. 1801

SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

  

SAN DIEGO (KGTV) -- The message from nurses and caregivers Tuesday morning was clear, "it's a question of priorities for entire healthcare system." Frustration and anger built after a 27-month contract renewal was signed by Palomar Health's CEO, Diane Hansen. The contract details a base salary close to million, with potential of earning bonuses, increasing that amount. Frontline workers argue that because COVID-19 led to an increase of patients, and layoffs of caregivers and nurses, "the board should have invested in resources and more protective equipment. Some of the PPE is not even medical grade, and everyone who's been laid off should be brought back," said representative for California's nurses association, Sarah Gurling. Gurling joined other reps and nurses in a protest at Palomar Medical Center, arguing funds should have been allocated towards other resources within their facilities."Caregivers and nurses are the heart of the hospital. We know what's best for patients and each other. The hospital executives and the Palomar board has lost sight of that." Meahwhile, Palomar's health board chair, Richard Engel, stands behind his decision. He said Hansen has done a tremendous job and credits much of the hospital's success through her work. Engel added her salary is comparable to other hospital's CEO's.Registered nurse, Sue Phillips, said their efforts will continue no matter what. "We want the community to know we're here, we're going to keep fighting for them." 1501
